Navy Revives Plan to Buy P5-b Ship

The Navy has been cleared to begin negotiations for the purchase of a multirole vessel from any of the friendly nations, Rear Admiral Alexander Pama said on Sunday.

“The latest process that we had undergone with the Department of National Defense had good results and we did not encounter anymore objections,” Pama said.

“Hopefully, all the procedures required by the defense acquisition system would be finalized and early next year we can start negotiations for the acquisition,” Pama said.

But Pama said the Navy has yet to obtain President Aquino’s approval for the purchase plan, which is part of the military’s modernization.

An MRV, which costs at least P5 billion, will serve as a mother ship equipped with state-of-the-art radars and sensors for monitoring aircrafts and patrol boats, Pama said.

Early this year, Defense Secretary Voltaire Gazmin temporarily dropped the acquisition of an MRV

from the list of big-ticket items and gave priority to light sea-crafts for internal security operations and disaster response.

Gazmin changed his mind following China’s alleged intrusions into Philippine territorial waters particularly in the West Philippine Sea (South China Sea) where the hotly disputed Spratly islands is situated.

Last August, the Philippines acquired a patrol vessel—Hamilton-class cutter—from the United States Coast Guard for P423 million to beef up security at the Malampaya gas project. The Navy renamed it BRP Gregorio del Pilar.

“The dry-docking and repainting of PF15 costs P47.914 million while the refitting to our Navy configuration is P13.872 million. It was funded by the Department of Energy.”

On Dec. 14, the Navy with Aquino as the guest of honor will launch the commissioning of the vessel together with a Philippine-made Landing Utility Craft called BRP Tagbanua (AT296), a BO105 Helicopter (PNH422) and a refurbished Presidential Yacht called BRP Ang Pangulo (AT25).

The P189 million- BRP Tagbanua, made in Misamis Oriental, is configured to transport combat personnel, tanks, vehicles, artillery equipment, and cargoes in support of military operations and perform medical assistance as well as disaster, rescue and relief operations.

Australia Hibah Tiga Kapal Laut untuk Polri

6 Desember 2011, Jakarta (Jurnas.com): Polri menerima hubah 3 unit kapal laut tipe C dari Australian Federal Police (AFC). Kapal-kapal ini akan dipakai untuk keperluan pengamanan polri terutama untuk penegakan hukum di bidang kejahatan lintas negara.

Tiga kapal hibah AFP tersebut adalah Kapal Pol Gagak-017, Kapal Pol Sikatan-018, dan Kapal Pol Pelatuk-019. Kapal tersebut adalah tipe C atau berukuran kecil. Berukuran panjang 16 meter kapal-kapal ini memiliki kecepatan 30 knot dengan daya jelajah 400 nm (not mile). Kapal yang punya 2 unit mesin pokok ini mempunyai awak 6 orang anak buah kapal.

Menurut Kepala Divisi Humas Polri Irjen Pol Saud Usman Nasution, Selasa (6/12), kapal tersebut akan diprioritaskan untuk penanggulangan kasus-kasus kejahatan lintas negara. "Untuk wilayah yang banyak kasus people smuggling dan terorisme," kata Saud dalam acara serah terima di Direktorat Polisi Air, Tanjung Priok.

Saat ini armada laut yang dimiliki Direktorat Air Polri dinilai masih kurang. Bantuan dari AFP dinilai sangat membantu. Meski dengan peralatan transportasi yang minim, Polri menurut Saud sudah memenuhi target penegakan hukum.

Selama tahun 2010 Direktorat Polisi Air menangani 422 kasus. Padahal kasus yang ditargetkan untuk ditangani hanya 42 kasus.

Untuk tahun ini target penegakan hukum mencapai 435 kasus dan sudah diselesaikan 397 kasus. Penegakan hukum yang dilakukan meliputi kasus pencurian ikan, pelanggaran pelayaran, kepabeanan, penambangan ilegal, dan narkoba. "Untuk uang negara yang berhasil diselamatkan mencapai Rp155 miliar," kata Saud.

The delivery of the first Graney class nuclear-powered multipurpose attack submarine to the Russian Navy has been postponed until the end of 2012 due to additional tests of its weapons systems, the Sevmash shipyard said.
Construction of the Severodvinsk submarine began in 1993 at the Sevmash shipyard in the northern Russian city of Severodvinsk but has since been dogged by financial setbacks. It was floated out in June last year and has undergone two sets of sea trials.
“The delivery of the [Severodvinsk submarine] to the Defense Ministry has been postponed until next year,” Sevmash General Director Andrei Dyachkov said on Friday in an exclusive interview with RIA Novosti.
Dyachkov said the testing of the submarine’s weaponry required at least six months of additional sea trials in 2012.
“The submarine itself showed a good performance [during previous trials],” the official said. “It will be commissioned by the end of 2012.”
Graney class nuclear submarines are designed to launch a variety of long-range cruise missiles (up to 3,100 miles or 5,000 km), with conventional or nuclear warheads, and effectively engage submarines, surface warships and land-based targets.
The submarine's armament includes 24 cruise missiles and eight torpedo launchers, as well as mines and anti-ship missiles.
Meanwhile, the construction of the second Graney class submarine, the Kazan, at the Sevmash is going according to schedule.
The Kazan will feature more advanced equipment and weaponry than the Severodvinsk, and can be considered as a prototype of modernized Graney-M class submarines.
Dyachkov said on Friday that Sevmash would start building a series of five advanced Graney-M class attack submarines in 2012 under a recent contract between the Russian United Shipbuilding Corporation and the Defense Ministry.

The Russian Air Force is planning to acquire about 60 new and modernized air defense systems in 2012, Air Force spokesman Col. Vladimir Drik said on Thursday.
“The new acquisitions include S-400 long-range air defense missile systems, Nebo-U radars andPantsir-S1 short range missile/gun systems,” Drik said.
The Air Force will receive up to 10 Su-34 Fullback fighter-bombers, about 10 Su-25SM Frogfoot attack fighters, and an unspecified number of Su-35S Flanker-E multirole fighters.
The Su-35S is Russia’s advanced “Generation 4++” fighter.
New acquisitions will also include over 20 attack helicopters, such as the Mi-28N Night Hunter and the Ka-52 Alligator, as well as “highly modernized” Mi-35 Hind helicopters.
The Air Force will also receive about 30 Mi-8transport and five Mi-26T heavy lift helicopters.

Indonesia Incar Tank Belanda

DEN HAAG (ANP) - Indonesia tertarik membeli tank tempur Leopard Belanda. Pihak-pihak terkait masih mempelajari apakah rencana akan berakhir pada sebuah kesepakatan.

Demikian pernyataan Menteri Pertahanan Belanda, Hans Hillen Rabu malam (30/11) dalam perdebatan di Parlemen mengenai anggaran kementeriannya tahun depan.

Kementerian Luar Negeri dan Urusan Ekonomi juga akan mengkaji perihal ini dan mengambil keputusan akhir. Mereka akan melihat apakah penjualan memenuhi syarat-syarat internasional yang berlaku, seperti penghormatan hak asasi manusia.

Juga akan dilihat apakah negara pembeli telah memenuhi kewajiban internasionalnya serta pada situasi politik dan kondisi keamanan yang sedang berlangsung di sana.

Menurut anggota parlemen dari partai Kiri Hijau (GroenLinks), Arjan El Fassed, berdasarkan daftar kriteria tersebut, dari sekarang sudah bisa disimpulkan bahwa Belanda tidak bisa menjual tank-tanknya ke Indonesia. Hillen menekankan bahwa ada kriteria penjualan yang tinggi dan Parlemen mengontrol ketat hal ini.

Partai Sosial Demokrat (PvdA) dan Partai Sosial (SP) sepakat dengan himbauan GroenLinks kepada pemerintah untuk tidak menjual tank ke Indonesia.

Kementerian Pertahanan telah memutuskan, tahun ini akan menjual keseluruhan 60 tank Leopardnya sebagai bagian dari langkah penghematan drastis.
