Panglima TNI Buka Latihan Gabungan di Malang

22 November 2011, Malang (ANTARA News): Panglima TNI Laksamana Agus Suhartono membuka persiapan latihan gabungan tingkat batalyon di Lapangan Udara Abdurachman Saleh, Kabupaten Malang, Jawa Timur, Selasa.

Rencananya, latihan itu akan digelar di Dumai, Kepulauan Riau pada 10 Desember 2011 dan melibatkan sedikitnya 3.300 pasukan dari tiga angkatan, yakni Angkatan Laut (AL), Angakatan Darat (AD) serta Angkatan Udara (AU).

"Sore ini (22/11), saya membuka persiapan latihan gabungan tingkat batalyon, dan akan kita lakukan secara bertahap hingga 2013, yakni dari tingkat batalyon, brigade hingga tingkat divisi," kata Agus.

Agus mengatakan, latihan gabungan tingkat batalyon dilakukan untuk menguji kesiapsiagaan perajurit TNI dan meningkatkan kemampuan profesionalisme TNI dalam pencapaian tugas pokok.

Sementara itu digelarnya latihan gabungan di Dumai karena daerah itu telah disiapkan sejak awal, dan ada beberapa rangkaian acara bersamaan di wilayah tersebut, salah satunya yakni Hari Nusantara yang akan berlangsung pada 13 Desember 2011.

"Saat puncak acara Hari Nusantara nanti, semua personel TNI akan gabung menjadi satu di Dumai, karena itu kita pusatkan di wilayah itu," katanya.

Selain itu, lokasi tersebut merupakan wilayah perbatasan yang sangat bagus digunakan latihan tiga angkatan sekaligus. "Kita juga akan mengagendakan sejumlah latihan gabungan di seluruh perbatasan, untuk menjaga teritorial kita," katanya.

Sementara dalam kegiatannya di Lapangan Abdurachman Saleh, Malang, Agus juga menyempatkan untuk memeriksa segala peralatan yang dimiliki ketiga angkatan.

Dalam pembukaan persiapan itu, bertindak sebagai komandan upacara adalah Kolonel Inf Shidi Purnomo, Komandan Brigade Infanteri Linud-18.

Hadir pula diantaranya Pangkostrad Letjen TNI AY Nasution serta beberapa asisten dari masing-masing angkatan.

Dubes AS: Penempatan 2.500 Marinir AS di Australia Tak Terkait Papua

Scot Marciel (AFP) Jakarta - Rencana penempatan total 2.500 marinir AS di Australia menimbulkan sejumlah kekhawatiran. Bahkan di Indonesia ada sejumlah pihak yang mengaitkannya dengan konflik yang terjadi di Papua. Namun Duta Besar (Dubes) AS untuk Indonesia Scot Marciel menegaskan bahwa kekhawatiran tersebut tidak berdasar.


"Ini tidak ada hubungan sama sekali dengan Papua. Sikap pemerintah AS sejak dulu adalah mendukung kedaulatan Indonesia jadi tidak ada hubungan dengan hal itu," tegas Ma_ciel kepada para wartawan di Kedubes AS, Jl Medan Merdeka Selatan No 3-5, Jakarta, Selasa (22/11/2011).

Menurut Marciel, tidak seharusnya rencana penempatan marinir AS itu ditanggapi dengan kekhawatiran apapun ataupun dikhawatirkan akan menimbulkan ketegangan-ketegangan di wilayah.

Langkah tersebut, ujar Marciel, lebih sebagai peningkatan latihan bersama antara AS dan Australia yang selama ini telah berlangsung. Marciel pun menekankan bahwa langkah tersebut merupakan bagian dari aliansi kedua negara yang telah berlangsung sejak lama.

Dalam kunjungan ke Australia belum lama ini, Obama dan Perdana Menteri Australia Julia Gillard mengumumkan rencana pengiriman 200-250 marinir AS ke Australia mulai tahun depan. Para marinir AS tersebut akan ditempatkan selama enam bulan sebelum kemudian dirotasi. Nantinya hingga tahun 2016 mendatang total 2.500 marinir AS akan ditempatkan di Darwin, Northern Territory, Australia.

Pasukan AS di Darwin, yang hanya berjarak 820 kilometer dari Indonesia itu, nantinya akan mampu bertindak cepat atas masalah-masalah kemanusiaan dan keamanan di Asia Tenggara.

"Dengan kunjungan saya ke wilayah ini, saya semakin memperjelas bahwa AS meningkatkan komitmennya untuk seluruh wilayah Asia-Pasifik," kata Obama dalam konferensi pers bersama Gillard di Canberra, Australia pada 16 November lalu.

Sementara Gillard mengatakan, dengan kesepakatan ini, pasukan AS akan bergerak lebih sering dari dan ke luar Northern Territory.

Regeneration and Upgrade of Indonesian F-16C/D Block Aircraft

The Defense Security Cooperation Agency notified Congress Nov. 16 of a possible Foreign Military Sale to the Government of Indonesia for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and associated equipment, parts, training and logistical support for an estimated cost of $750 million.
The Government of Indonesia has requested a sale for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and 28 F100-PW-200 or F100-PW-220E engines being granted as Excess Defense Articles.
The upgrade includes the following major systems and components: LAU-129A/A Launchers, ALR-69 Radar Warning Receivers, ARC-164/186 Radios, Expanded Enhanced Fire Control (EEFC) or Commercial Fire Control, or Modular Mission Computers, ALQ-213 Electronic Warfare Management Systems, ALE-47 Countermeasures Dispenser Systems, Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD), Situational Awareness Data Link, Enhance Position Location Reporting Systems (EPLRS), LN-260 (SPS version, non-PPS), and AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems.
Also included are tools, support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support.
The estimated cost is $750 million.
The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a strategic partner that has been, and continues to be, an important force for economic progress in Southeast Asia.
Indonesia desires the F-16 aircraft to modernize the Indonesian Air Force (IAF) fleet with aircraft more capable of conducting operations in the outermost border regions of Indonesia. The IAF’s current fleet of F-16 Block 15 aircraft is not capable of fulfilling that role, and the aging F-5 aircraft are expensive to maintain and operate due to diminishing resources existing to support the aircraft. The avionics upgrade will provide the IAF an additional capability benefitting security by modernizing the force structure, and enhancing interoperability by greater use of U.S.-produced equipment. Indonesia, which already has F-16 Block 15 and F-5 aircraft in its inventory, will have no difficulty absorbing these upgraded systems.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
Indonesia requested the regeneration be sole-sourced to the 309th Maintenance Wing, Hill Air Force Base, in Ogden, Utah, and Pratt Whitney, in East Hartford, Connecticut for the engine overhaul. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Indonesia.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

U.S., Indonesia Agree on F-16 Transfer

The U.S. and Indonesian presidents issued a joint statement today from Bali, Indonesia, reaffirming their deepening engagement and announcing the planned transfer and upgrade of 24 Excess Defense Article F-16s to the Indonesian air force.
President Barack Obama is in Indonesia participating in the East Asia Summit. The summit has occurred annually since 2005, following the annual Association of Southeast Asian Nations leaders’ meeting. The United States and Russia participated in the summit for the first time this year.
Obama’s joint statement with Indonesian President Susilo Bambang Yudhoyono today noted the two leaders affirm the summit is the region’s premier forum for leaders to discuss strategic political and security issues.
According to a White House fact sheet, Indonesia’s addition of 24 F-16s will allow that nation’s government to significantly bolster air defense capacity without compromising the defense budget and other national priorities.
The fact sheet notes that when the regeneration is complete, the aircraft will be updated with advanced modular mission computers, improved radar and avionics, and the capability to carry and field more advanced weaponry and sensors. At least 30 Indonesian pilots will receive F-16 training in the United States, and mobile training teams from the United States will train Indonesian aircraft maintainers.
According to the fact sheet, the Defense Department is currently working with the Indonesian Ministry of Defense to develop a letter of offer and acceptance for the 24 aircraft while awaiting completion of the final required congressional notification. The notification is expected to be complete and the offer and acceptance letter ready to be signed in early 2012. The U.S. government is working to begin delivery of aircraft by July 2014, as requested by the government of Indonesia.
Pentagon spokeswoman Navy Cmdr. Leslie Hull-Ryde said the transfer demonstrates the growing partnership between the two nations and their military forces.
"Indonesia is an important U.S. partner and a leader in Southeast Asia. The Department of Defense is working to support the Indonesian military in their efforts to modernize the force," Hull-Ryde said. "The refurbished F-16s support that end and contribute to interoperability with United States."
The new agreement represents the largest transfer of defense articles in the history of the U.S.-Indonesia bilateral relationship, the fact sheet said.
The joint statement also reflected discussion between the two countries on issues including human rights, clean energy, education, climate change and environmental projects.

Australia's Herculean peace offering to Indonesia

AUSTRALIA will give four C-130 Hercules - worth an estimated $30 million - to Indonesia for disaster relief and humanitarian work in the first military swap of its kind between the two countries.
Three high-speed Australian naval vessels will also be deployed to Indonesian waters to launch an offensive against people smugglers.

The agreements struck yesterday in Indonesia's resort island of Bali between Prime Minister Julia Gillard and Indonesian President Susilo Bambang Yudhoyono marked a series of new strategic partnerships in what appeared a peace offering to soothe tensions about Australia's deal to host more US troops on Australian soil.

The aircraft, which need about $25 million spent to restore them to airworthiness, were due to be sold on the open market as Australia upgrades its fleet.

But the Australian Defence Force has agreed to give them to the Indonesian military, following a request for more resources to boost disaster relief across the region.

"These aircraft are important to the movement of people and equipment and food in times of difficulty," Ms Gillard said.

In a further strengthening of military ties, Australia will provide support for an Indonesian armed forces peacekeeping centre.

Menhan Menerima Kunjungan KASAL Jepang



Jakarta, DMC - Menteri Pertahanan RI, Purnomo Yusgiantoro dengan didampingi Kepala Staf Angkatan Laut (KASAL) Laksamana TNI Soeparno, Senin (21/11) di Kantor Kementerian Pertahanan (Kemhan) RI, Jakarta menerima kunjungan kehormatan Kepala Staf Angkatan Laut Jepang, Laksamana Masahiko Sugimoto. Maksud kunjungan Kasal Jepang tersebut adalah untuk membahas peningkatan kerjasama militer khususnya untuk Angkatan Laut kedua negara.
Terkait keamanan maritim Kasal Jepang menjelaskan skala prioritas operasi pengamanan maritim Angkatan Laut Jepang ada di wilayah, yaitu Laut Jepang itu sendiri, wilayah Asia Tenggara, Laut India dan terakhir adalah kawasan Timur Tengah.
Mengenai peranan Angkatan Laut Jepang dalam pengamanan kelautan di kawasan global dan regional, Kasal Jepang mengatakan pihaknya menaruh perhatian kepada penanganan aksi perompakan dan pembajakan di wilayah laut Somalia.
Ditambahkan Laksamana Masahiko Sugimoto Pemerintah Jepang juga selalu berupaya untuk mengadakan komunikasi dan kerjasama dengan beberapa negara lain, termaksud Indonesia.
Kasal Laksamana Masahiko Sugimoto berharap Angkatan Laut kedua negara bisa meningkatkan kerjasama pertahanan, diantaranya latihan perang bersama serta di bidang pendidikan dan pelatihan personel.
“ Pemerintah Jepang nantinya akan mengirimkan tenaga pengajar yang berpengalaman untuk bisa membantu mengajar di lembaga pendidikan seperti Lemhannas. Selain itu diharapkan Indonesia juga bisa membagi pengalamannya dalam hal penanganan pembajakan di laut, dan penanganan bencana alam, “ Jelas Kasal Laksamana Masahiko Sugimoto.
Pada kesempatan tersebut Menteri Pertahanan RI, Purnomo Yusgiantoro juga berbagi Informasi mengenai salah satu hasil KTT- ASEAN yang baru saja dilakasanakan adalah menyelenggarakan kegiatan Disaster Relief Exercise. Latihan ini  rencananya akan dilaksanakan tahun depan di daerah Sumatera Barat Indonesia dan akan diikuti oleh negara-negara maju, salah satunya adalah Jepang. “ kami sangat mengharapkan Jepang akan ikut serta dalam kegiatan ini, “ Harap Menhan RI.
Menhan juga menyambut baik peran Jepang bersama Singapura untuk menjadi Vocal Point dari kerjasama bidang Military Medicine dalam forum arsitektur ASEAN plus 8. Menhan berharap konsep paper dari Military Medicine ini bisa di formulasikan serta disepakati oleh anggota forum ASEAN plus 8 negara mitra dialog.
Ditambahkan Menhan hal Ini merupakan bentuk kerjasama yang menguntungkan dan diharapkan bisa menjadi salah satu pilar bagi rencannya pembangunan ASEAN Community pada tahun 2015.
Menurut Menhan, didalam ASEAN Community akan terdiri dari tiga pilar, dan pada pilar ASEAN Political dan Security Community salah satunya adalah kerjasama di bidang Pertahanan. “ jadi kerjasama ini bisa terwujud sebagai satu kerjasama yang pokok antara ASEAN dengan 8 anggota negara mitra dialog, “ ungkap Menhan.
