ASEAN puas Thai-Kamboja kian membaik

Nusa Dua, Bali (ANTARA News) - Para pemimpin Perhimpunan Bangsa-Bangsa Asia Tenggara (ASEAN) mengapresiasi kondisi di kawasan perbatasan Thailand-Kamboja yang makin membaik setelah konflik terbuka awal tahun ini yang menyita perhatian seluruh Asia Tenggara.

Pernyataan Ketua ASEAN _011 yang dikeluarkan di Nusa Dua, Jumat, sebagai hasil dari KTT ASEAN ke-19 pada 17 November 2011 itu juga menyeru kedua negara untuk melanjutkan perundingan dan  dialog politik.

ASEAN berharap kedua negara mencapai solusi yang dapat diterima kedua belah pihak dengan memaksimalkan mekanisme bilateral yang ada dengan dukungan Ketua ASEAN saat ini.

"Kita juga menyerukan kembali arti pentingnya perintah Pengadilan Internasional pada 18 Juli 2011 mengenai permintaan agar kedua negara memperhitungan langkah-langkah yang diambil terkait isu perbatasan."

Pada KTT ke-18 ASEAN di Jakarta Mei lalu, kedua negara saling menyalahkan terkait konflik terbuka yang menelan korban jiwa.

Saat itu, PM Kamboja Hun Sen dan PM Thailand yang saat itu Abhisit Vejjajiva, berbalas pernyataan menyudutkan selama pertemuan puncak berlangsung.

Sengketa perbatasan itu berawal dari satu peta yang dikeluarkan pada 1908 oleh kartografer Prancis untuk menetapkan perbatasan Thailand-Kamboja ketika Kamboja masih di bawah koloni Perancis.

Perancis mengatakan, perbatasan harus diputuskan menurut garis batas air di sepanjang jarak gunung Dongrak, dalam peta mereka candi Preah Vihear terletak di ketinggian 525 meter, dengan jalan turun berada di wilayah Kamboja, dan sebagian lainnya di wilayah Thailand.

Thailand kehilangan candi itu pada 1962 ketika engketa atas kepemilikan candi itu dibawa ke Pengadilan Internasional di Den Haag.

Pengadilan memutuskan kepemilikan candi kepada Kamboja, namun sengketa garis perbatasan masih terus berlangsung hingga sekarang.

Sengketa atas candi Preah Vihear merebak kembali pada 2008 ketika Kamboja mengusulkan candi yang terletak dalam kompleks seluas 4,6 kilometer itu sebagai Warisan Dunia kepada UNESCO. Usulan tersebut disetujui UNESCO, 7 Juli 2008, meskipun kemudian ditentang oleh Thailand.(*)

Nusa Dua, Bali (ANTARA News) - Amerika Serikat memandang persaingan usaha yang bebas dan adil diperlukan untuk mendorong peningkatan hubungan ekonomi dan perdagangan AS-ASEAN, kata Menlu AS Hillary Clinton.

"Tak ada fairness (keadilan) melemahkan pembangunan ekonomi," katanya dalam sesi ASEAN-AS KTT Bisnis dan Investasi yang berlangsung di Bali International Convention Center (BICC) Nusa Dua, hari ini.

Hillary menambahkan, perlakuan yang sama dan fair terhadap para pebisnis AS dan ASEAN itu perlu juga diikuti dengan menghilangkan hambatan-hambatan perdagangan.

Perdagangan AS dengan negara-negara ASEAN baru enam persen dari total nilai perdagangan global AS sehingga pertumbuhannya perlu terus didorong, katanya.

Hillary mendesak ASEAN terus memperbaiki iklim investasi, memperkuat infrastruktur dan konektivitas kawasan serta mengembangkan  kewirausahaan.

Dia menandaskan, AS akan terus mendukung upaya membangun konektivitas ASEAN lewat inisiatif bersama.

Kehadiran Hillary di KTT Bisnis dan Investasi ASEAN yang merupakan rangkaian kegiatan KTT ke-19 ASEAN dan KTT terkait itu menyita perhatian ratusan orang dari berbagai kalangan, termasuk media massa.

Sebelum ke Bali, mantan ibu negara AS ini mengunjungi dulu Filipina.

Dia mendampingi Presiden Barack Obama yang pada Sabtu esok (19/11) menjadi kepala negara AS pertama yang mengikuti KTT Asia Timur bersama pemimpin 10 negara anggota ASEAN dan negara mitra wicara.

KTT Asia Timur itu diikuti Indonesia, Brunei, Malaysia, Singapura, Thailand, Filipina, Laos, Kamboja, Myanmar, Vietnam, Jepang, China, India, Korea Selatan, Australia, Selandia Baru, Rusia, dan AS.

AS adalah mitra dagang dan investasi penting ASEAN dengan total nilai perdagangan 149 miliar dolar AS dan nilai investasi 16,5 miliar dolar AS (2007-2009).(*)

The contract to supply 18 Malaysian Air Force Su-30MKM worth about 910 million dollars was signed in 2003. Deliveries of fighters under the contract have been completed in the summer of 2009.

Su-30MKM (multi-purpose, commercial, Malaysian) is based on the Su-30MKI developed for the Indian Air Force. The company "Thales" as a subcontractor in December 2003 won a contract worth 120 million euros (147 million dollars) to supply avionics for the Su-30MKM.

The second major subcontractor became a South African company "Avitroniks" which has received an order to produce Malaysian Air Force 18 system warning about the threat to the Su-30MKM. The contract is estimated at 20 million dollars.
The third major subcontractor was Indian corporation HAL, which has put completing a $ 30 million dollars for the Su-30MKM.

In 2011, the Malaysian Air Force flight crews began training on a simulator of the Su-30MKM. The simulator was designed by Malaysian firm HeiTech Padu Bhd in conjunction with the "Sukhoi" and includes two jobs for pilots and their computer system training. The Malaysian government has entered into an agreement with HeiTech to develop and produce a simulator for training pilots of the Su-30MKM in December 2006.

At the opening ceremony of the training center for pilots of Su-30MKM Malaysian Air Force in April this year, Defense Minister Ahmad Zahid Hamidi said that "Malaysia is the leader among Southeast Asian countries in terms of training pilots for aircraft such as the Su-30."

Zahid Not in Russia to Sign Arms Deal

PETALING JAYA : An aide to Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi has denied claims that he was in Russia to sign a deal to purchase fighter jets.

His media director Kol Fadzlette Othman Merican told the Sun in a text message yesterday that Zahid was invited to visit Russia by its government.

"It's a long overdue visit. He was not there to sign any deal," she said.

Fadzlette declined to state if any negotiations took place during the visit. It is believed that this was Zahid's first visit to Russia since being defence minister.

The Russian state news agency Ria Novosti had created a stir when it reported that Zahid might sign a contract to buy 18 Sukhoi Su-30MKM fighters during the visit.

Zahid had recently been reported as saying that plans to purchase 18 new multi-role combat aircraft for the Royal Malaysian Air Force had been postponed due to the lack of funds.

The Russian news agency cited a report in the Izvestia daily which said that Malaysian had plans to buy 18 fighters fit to carry the Russian-Indian Brahmos supersonic cruise missiles.

The paper, citing miitary sources, reported that Zahid would visit the Irkut aviation plant, producing Su-30MKI fighters.

Izvestia reported one such aircraft would cost Malaysia about US$50 million (RM150 million).
The minister "may sign a contract to buy 18 Su-30MKM multirole fighters," the paper said.

The paper had said that Zahid also plans to discuss installing new missiles, including the BrahMos, on the 18 MKM fighters that Malaysia received under the US$900 million (RM270 million) contract signed in 2003.

US Formally Process the Requests FMS 24 F16 to Indonesia

WASHINGTON – The Defense Security Cooperation Agency notified Congress Nov. 16 of a possible Foreign Military Sale to the Government of Indonesia for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and associated equipment, parts, training and logistical support for an estimated cost of $750 million.

The Government of Indonesia has requested a sale for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and 28 F100-PW-200 or F100-PW-220E engines being granted as Excess Defense Articles. The upgrade includes the following major systems and components: LAU-129A/A Launchers, ALR-69 Radar Warning Receivers, ARC-164/186 Radios, Expanded Enhanced Fire Control (EEFC) or Commercial Fire Control, or Modular Mission Computers, ALQ-213 Electronic Warfare Management Systems, ALE-47 Countermeasures Dispenser Systems, Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD), Situational Awareness Data Link, Enhance Position Location Reporting Systems (EPLRS), LN-260 (SPS version, non-PPS), and AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems. Also includedare tools, support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $750 million.

The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a strategic partner that has been, and continues to be, an important force for economic progress in Southeast Asia.

Indonesia desires the F-16 aircraft to modernize the Indonesian Air Force (IAF) fleet with aircraft more capable of conducting operations in the outermost border regions of Indonesia. The IAF’s current fleet of F-16 Block 15 aircraft is not capable of fulfilling that role, and the aging F-5 aircraft are expensive to maintain and operate due to diminishing resources existing to support the aircraft. The avionics upgrade will provide the IAF an additional capability benefitting security by modernizing the force structure, and enhancing interoperability by greater use of U.S.-produced equipment. Indonesia, which already has F-16 Block 15 and F-5 aircraft in its inventory, will have no difficulty absorbing these upgraded systems.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

Indonesia requested the regeneration be sole sourced to the 309thMaintenance Wing, Hill Air Force Base, in Ogden, Utah, and Pratt Whitney, in East Hartford, Connecticut for the engine overhaul. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Indonesia.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

KRI Clurit Ikuti Latihan Perang Pertama Kalinya



16 November 2011, Jakarta (Dispenarmabar): Kapal Republik Indonesia (KRI) Clurit-641 salah satu unsur Jajaran Komando Armada RI Kawasan Barat (Koarmabar) yang dilibatkan dalam Manuver Lapangan (Manlap) Latihan Puncak TNI AL Armada Jaya ke-30 di Perairan Sangatta Kalimantan Timur, saat ini berlayar lintas laut di sekitar perairan Pulau Bawean.

Kapal yang memiliki persenjataan Sensor Weapon Control (Sewaco), meriam kaliber 30 mm 6 laras sebagai Close in Weapon System (CIWS), dan meriam anjungan 2 unit kaliber 20 mm sehari-hari di bawah pembinaan Satuan Kapal Cepat Komando Armada RI Kawasan Barat dengan Markas di Mentigi Tanjung Uban Riau.

KRI Clurit-641, dengan Komandan Mayor Laut (P) Gulkariansyah salah satu unsur kapal pemukul reaksi cepat di jajaran Koarmabar memiliki kemampuan pendadakan, mengemban misi menyerang secara cepat, menghancurkan target sekali pukul dan menghindar dari serangan lawan dalam waktu singkat .

Kapal perang produksi dalam negeri tersebut memiliki spesifikasi berukuran panjang 43 meter, lebar 7,40 meter, dan berat 250 ton ini memiliki sistem pendorong yang handal mampu berlayar dan bermanuver dengan kecepatan 27 knot, serta memiliki daya tembak/hancur yang besar karena dilengkapi persenjataan Rudal C-705.

Kapal KCR-40 ini mampu menampung bahan bakar 50 ton, air tawar 15 ton, 35 orang anak buah kapal (ABK) dan masih mampu memuat 13 personel Pasukan Khusus. Selain itu memiliki peralatan navigasi akurat dan dilengkapi peralatan komunikasi yang mampu digunakan untuk melaksanakan komunikasi antar kapal permukaan dan pesawat udara dalam satu kesisteman.

KCR-40 yang terbuat dari baja khusus High Tensile Steel dilibatkan bersama dengan tiga KRI jajaran Koarmabar lainnya diantaranya KRI Sutan Taha Syaifudin-376, KRI Cut Nyak Dien-375 dan KRI Teluk Celukan Bawang untuk memperkuat Latihan Puncak TNI AL Armada Jaya.

Sejak diresmikan masuk memperkuat jajaran TNI AL, keterlibatan KRI Clurit-641 yang baru pertama dalam manuvra Latihan Puncak Armada Jaya ke-30 mampu mengikuti kegiatan manuvra lapangan sejak dari pangkalan Jakarta menuju Pangkalan Utama TNI AL di Surabaya dan selanjutnya lintas laut di Alur Perairan Barat Surabaya (APBS), Laut Jawa, Selat Makassar, perairan Pulau Laut Kaltim, perairan Sangatta Kaltim, dan Laut Sulawesi, hingga puncaknya dilaksanakan operasi amfibi berupa pendaratan pasukan pendarat Marinir di Sangatta, Kalimantan Timur.

AL Mexico Terima CN235 MPA Pertama



18 November 2011, Jakarta (Berita HanKam): Angkatan Laut Mexico (Armada de México) menerima pesawat pertama dari empat unit CN235 Maritime Patrol Aircraft (MPA) yang dipesan dari Airbus Military. Kontrak pembelian dilakukan dengan EADS North America dibawah program Mérida Initiative, merupakan program kerjasama antara pemerintah Amerika Serikat dan Mexico.

Tiga pesawat lainnya akan diserahkan pada awal tahun 2012.

CN235 MPA dilengkapi teknologi terakhir untuk pengamatan diatas laut. Kombinasi sistem Forward Looking Infra Red (FLIR) dan radar pencari menjadi pesawat mampu melacak dan menentukan lokasi kapal-kapal saat sedang berpatroli. Pesawat juga dilengkapi dengan Automatic Identification System (AIS) and Fully Integrated Tactical System (FITS).

AL Mexico telah mengoperasikan tiga unit CN235 dan dua unit CN235 oleh Polisi Federal Mexico. AU Mexico mengoperasikan juga Sembilan C295 dan enam C212.
