Indonesia - Amerika Sepakat Tingkatkan Hubungan Kerjasama Pertahanan



Nusa Dua, Bali, DMC - Menteri Pertahanan Republik Indonesia (Menhan RI) Purnomo Yusgiantoro mengadakan pertemuan bilateral dengan Menteri Pertahanan Amerika Serikat Leon Panetta, Minggu (23/10) di Nusa Dua, Bali. Dalam pertemuan tersebut dibicarakan beberapa hal terkait hubungan kerjasama kedua negara khususnya kerjasama pertahanan. Kedua belah pihak sepakat untuk meningkatkan kerjasama yang telah ada.
“Kedua negara menyampaikan apresiasi masing – masing atas hubungan bilateral yang meningkat  dan hubungan ini akan terus kita lakukan dan tingkatkan terutama hubungan militery to militery dan defence to defence”, ungkap Menhan RI dalam konferensi pers.
Lebih lanjut Menhan RI mengun_kapkan, dalam pertemuan bilateral tersebut Menhan Amerika Serikat menyampaikan dukungan penuh Amerika Serikat terhadap  upaya Indonesia dalam modernisasi Alutsista TNI. Menhan Amerika Serikat menyatakan dukungannya dan siap membantu apa yang dibutuhkan TNI terutama dalam bidang peningkatan kapabilitas.
Menanggapi hal tersebut, Menhan RI menyampaikan terimakasih atas dukungan Amerika Serikat kepada Indonesia dalam upaya memodernisasi Alutsista TNI. Modernisasi Alutsista TNI diperlukan ka_ena sejak reformasi tahun 1998 masih fokus dalam melakukan reformasi TNI yang meliputi depolitisasi dan debisnisasi TNI, &nOsD;disamping juga masih dalam upaya pemulihan ekonomi. “Saat ini kondisi ekonomi Indonesia sudah cukup meningkat, sehingga sudah saatnya untuk melakukan modernisasi Alutsista TNI”, tambah Menhan.
Selain membicarakan peningkatan hubungan kerjasama pertahanan kedua negara, dalam kesempatan tersebut Menhan RI juga menyampaikan beberapa hal diantara terkait situasi di Papua dan pembangunan Peace Keeping Centre (PKC) di Sentul.
Terkait situasi di Papua, Menhan RI menjelaskan bahwa sebagaimana berlaku di negara- negara lain, Pemerintah Indonesia juga bersikap tegas terhadap kegiatan sparatis di Papua, termasuk tindakan makar dan mengibarkan bendera OPM yang mengararah ingin memisahkan diri dari NKRI.
Sedangkan terkait pembangunan PKC, Menhan menjelaskan bahwa PKC yang saat ini sedang dibangun oleh Indonesia nantinya diperuntukan untuk four in one yaitu counter terrorism, penanggulangan bencana,standby forces dan pusat bahasa.
Dalam pertemuan bilateral tersebut, Menhan RI didampingi Dubes RI untuk Amerika Serikat Dino Pati Jalal, Sekretaris Jenderal Kemhan RI Marsdya TNI Eris Heryanto, S.IP, M.A., dan  Dirjen Strategi Pertahanan Kemhan RI Mayjen TNI Puguh Santoso, ST., M.Sc., dan sejumlah pejabat di jajaran Kemhan RI dan Mabes TNI.
Kedatangan Menhan AS di Bali  merupakan rangkaian kunjungan pertamanya ke Asia, yakni Indonesia, Jepang dan Korea Selatan. Selama di Bali, selain pertemuan bilateral dengan Menhan RI, Menhan Amerika Serikat juga mengadakan pertemuan informal dengan Menhan Se-ASEAN yang juga tengah berada di Bali dalam rangka menghadiri ADMM Retreat 2011.(BDI/SR)

Menhan RI : Negara – Negara ASEAN Perlu Perkuat Kerjasama Pertahanan

Nusa Dua, Bali, DMC - Meteri Pertahanan Republik Indonesia Purnomo Yusgiantoro selaku Ketua Asean Defence Ministers Meeting (ADMM) 2011, Senin (24/10) memimpin Sidang ADMM Retreat 2011 di Nusa Dua, Bali. ADMM merupakan pertemuan tingkat Menhan Se-ASEAN.
Menhan RI dalam sambutan pembukaannya mengatakan, dalam rangka mencapai tujuan komunitas masyarakat ASEAN 2015, termasuk pembentukan ASEAN Political Security Community (APSC) 2015, negara – negara ASEAN perlu memperkuat kerjasama di bidang pertahanan.
Menurut Menhan RI, kerjasama yang kuat di bidang pertahanan  merupakan fundamental yang penting bagi totalitas masyarakat ASEAN. Oleh karena itu, perlu kerja keras bersama bagi tercapainya sasaran bersama menuju masyarakat ASEAN 2015.
Lebih lanjut Menhan mengatakan, saat ini masyarakat internasional menghadapi tantangan keamanan dan pertahanan yang baru yang menyebabkan implikasi pada stabilitas regional dan global. Di beberapa wilayah masih terjadi adanya konflik, diantaranya seperti sengketa perbatasan antar negara  dan konflik internal di negara – negara Timur Tengah.
Selain tantangan keamanan tradisional, juga ada non tradisional seperti tindakan terorisme, imigrasi ilegal, pembajakan serta perompakan di laut menjadi tantangan bersama. Isu – isu lingkungan fisik seperti perubahan iklim, keamanan energi, kelangkaan makanan dan air atau kelangkaan sumber daya alam juga menjadi tantangan bersama.
Menhan menambahkan,  tantangan tersebut lebih diperparah dengan adanya teknologi yang semakin maju dan globalisasi yang semakin berkembang. Oleh karena itu, menurut Menhan RI diperlukan suatu kerjasama yang lebih erat dan luas diantara negara- negara ASEAN untuk menghadapi tantangan – tantangan tersebut.
Menhan RI mengatakan, patut disyukuri bahwa dalam waktu rentang lima tahun ADMM telah mengambil prakarsa yang penting di berbagai bidang,  mulai dari kerjasama di bidang bantuan kemanusiaan dan penanggulangan bencana, keamanan maritim, terorisme dan pemeliharaan perdamaian dunia.
ADMM juga telah dapat mengembangkan konsep dan arah tujuan tujuan dari pada tingkat politik melalui pertemuan mulai dari tingkat kementerian dan juga ada tingkat operasional dan latihan bersama antar angkatan bersenjata.  
Hadir dalam pertemuan ADMM Retreat tersebut antara lain Menteri Energi Brunei Darussalam YB Pehin Datu Singamanteri Col (R) Datu Paduka Datu Haji Mohammad Yasmin Bin Hj Umar,  Menhan Kamboja Jenderal Tea Banh, Menhan Laos Mayjen Sanyahuk Phomvihane, Menhan Malaysia Dato’ Seri Dr. Ahmad Zahid Hamidi, Menhan Myanmar Letjen Hla Min,  Menhan Philipina Hon Voltaire T. Gazmin, Menhan Singapura Dr. Ng eng Hen diwakili Sekretaris Kemhan Singapura  Chiang Chie Foo, Menhan Thailand Viddavat Rajatanum dan Wamenhan Vietnam Letjen Nguyen Chi Vinh. Selain itu, hadir pula pejabat dari Sekretariat ASEAN.

Wamenhan Tinjau Persiapan Acara Pengukuhan Kolaborasi PT DI dengan Airbus Military Spanyol



Jakarta, DMC – Wakil Menteri Pertahanan, Sjafrie Sjamsoeddin, Selasa (25/10) meninjau lokasi tempat berlangsungnya rangkaian acara Pengukuhan Kolaborasi Produk Bersama antara PT. Dirgantara Indonesia (PT. DI) dengan Airbus Military Spanyol, di Hanggar PT. DI Bandung. Acara pengukuhan tersebut rencananya juga akan dibuka secara langsung Presiden Susilo Bambang Yudhoyono pada tanggal 26 Oktober 2011 serta dihadiri oleh beberapa Menteri di Kabinet Indonesia Bersatu Jilid 2, Panglima TNI dan Kapolri. Acara pengukuhan kolaborasi kedua perusahaan ini merupakan bagian dari upaya untuk merestrukturisasi dan merevitalisasi badan usaha PT DI melalui beberapa kerjasama ataupun kolaborasi produksi dengan industri pertahanan dirgantara luar negeri (MAW/SR).

Moscow will not cooperate with NATO on a joint European missile defense network until it receives legally binding guarantees that this network will not be targeted against Russia, Foreign Minister Sergei Lavrov said on Friday.

NATO has said it was ready to offer Moscow written assurances that the European missile shield being built is not directed against Russia but has refused so far to provide the legally binding commitments demanded by Moscow.

"We are continuing consultations [on European missile shield] and will be continuing these consultations,” Lavrov said in a radio interview. “However, I do not see any prospects for any joint actions until it is clearly stipulated in legally-binding terms that this is not targeted against us.”

Russia and NATO agreed to cooperate on the so-called European missile defense system at the Lisbon Summit in November 2010. NATO insists there should be two independent systems that exchange information, while Russia favors a joint system with full-scale interoperability.

The 300th Eurofighter Typhoon produced by the four partner companies of the European consortium, was delivered today by Cassidian to the Spanish Air Force, Ejercito del Aire. This milestone makes the Eurofighter Typhoon the only new generation multi-role aircraft to reach the impressive figure of 300 examples in service.
The Eurofighter Typhoons – developed and manufactured by Cassidian in Germany and Spain, BAE Systems in the UK and Alenia Aeronautica in Italy - are now in service across the globe with 16 units in six air forces replacing 11 aircraft types. This confirms Eurofighter as not only the best performing multi-role aircraft available on the world market but also the most effective and best value solution to meet the air defence requirements of air forces and nations worldwide.
To date, the fleet has completed over 130,000 flying hours with well above average operational availability and unmatched operational performance which was demonstrated recently during operations over Libya.
Eurofighter Typhoon is the aircraft of choice for the United Kingdom, Germany, Italy, Spain, the Kingdom of Saudi Arabia and Austrian Air Forces.
The event coincides with the Seoul Air Show 2011 where Eurofighter is exhibiting its capabilities to support the campaign for the FX-III acquisition project where the South Korean Defence Ministry is seeking to purchase some 60 next-generation fighters with the target of having them delivered for operational service in 2016.

Four new Boeing F/A-18F Super Hornets joined the Royal Australian Air Force (RAAF) Super Hornet fleet at RAAF Base Amberley, completing delivery of all 24 RAAF Super Hornets ahead of contract schedule.
The arrival at the base was marked by the four new Super Hornets joining 16 other RAAF F/A-18Fs for a dramatic 20-aircraft flyover.
"The Super Hornet provides a major advancement in capability for the RAAF and the entire Australian Defence Force," said RAAF Group Capt. Steve Roberton, Officer Commanding 82 Wing.

"The F/A-18F employs the world's most advanced combat radar, ensuring our forces have a clear advantage in both technology and capability, whether conducting air, ground or maritime operations.
"The Super Hornet's ability to collect and seamlessly distribute information to our other platforms is proving to be invaluable as a true force multiplier," Roberton added.
"Boeing made a commitment to the Royal Australian Air Force, and to the citizens and government of Australia, promising that these advanced Super Hornets would be ready to join the RAAF fleet on time and on budget," said Dennis Muilenburg, president and CEO of Boeing Defense, Space and Security.
"The men and women of Boeing are incredibly proud to have delivered on that promise."

The Australian government announced plans in March 2007 to acquire 24 advanced Block II versions of the F model Super Hornet, which features a two-person cockpit. The first five RAAF Super Hornets arrived at Amberley on March 26, 2010.
[Today's] ceremony marks the fifth and final contracted RAAF Super Hornet delivery.
The Boeing Super Hornet is a multirole aircraft, able to perform virtually every mission in the tactical spectrum, including air superiority, day/night strike with precision-guided weapons, fighter escort, close air support, suppression of enemy air defenses, maritime strike, reconnaissance, forward air control and tanker missions.
Boeing has delivered more than 470 F/A-18E/Fs to the U.S. Navy. Every Super Hornet produced has been delivered on or ahead of schedule and on budge

Issues Emerge on F-35B After Sea Trials

Last week, on October 13, the Chairman of the JCS, General Martin Dempsey, scared F-35 advocates with the statement, “I am concerned about the three variants, whether as we go forward in this fiscal environment, whether we can afford all three.”
This week (after a senior official’s visit on Saturday to the USS Wasp, where the F-35B has been conducting “sea trials,” and where a decision was made to gin up a “media day” to booster the F-35), the Marines invited a gaggle of reporters out to the Wasp to show them how wonderfully well the F-35B was doing in its sea trials. Several media writers dutifully wrote about what they were shown and told—and little else. In fact, what they wrote would have you think the F-35B’s problems are all a thing of the past.
Given the Marines’ painfully obvious anxiousness to promote the F-35B (and the interesting timing of their show-and-tell right after General Demsey’s statement), it is especially depressing that no one went out to the Wasp loaded for journalistic bear. Nor was there any apparent follow up when they got back with questions to Joint Program Office head Admiral David Venlet or the top Marine Corps F-35 advocate Commandant James Amos.
Here are some issues that I am told the media writers missed:
  • Apparently, the two F-35Bs involved in the sea trials had been diverted to Patuxent River to be repaired the previous week—presumably for fixes the crew on the Wasp were unable to perform. One of the aircraft flying the displays for the press, BF-4, broke (again) after the media event. The upper lift fan door actuator—a component that was supposed to have been fixed already—apparently had a problem. It turns out the actuator has to be redesigned yet again.
  • When asked about maintenance on the Wasp, officials speaking on behalf of the F-35 did not say that more maintenance had been taking place than had been planned. It is not clear if that does or does not mean the extra maintenance that took place at Patuxent River.
  • Despite at least one media writer’s descriptions of impressive landing parameters during the displays, I am informed that the effects of the Wasp’s structure were causing the ship to slow down because the handling qualities resulting from the wind coming around that structure were not what they expected.
  • The testing was planned for a two week period, but it ran on into a third week. It would be interesting to know if there was anything beyond the extra maintenance that explains this.
There also appear to be some issues with the Air Force’s “A” model:
  • It appears that the four Lot 2 F-35As at Eglin AFB are effectively grounded. The USAF airworthiness authorities haven’t given the program the flight clearance to start flying the jets. The jets may have been cleared for ferry from the plant in July and August but not for training operations at Eglin.
There has been pressure to clear the aircraft for training operations notwithstanding the following:
  • The ejection seat and pilot escape system in the jets have not passed the required qualification tests. This is a particularly interesting because one media writer just reported on how the Air Force’s Air Combat Command is considering a change in the manufacturer for the ejection seat, but the explanation is that it is for cost reasons. It is asserted that a change at this late stage would save money, but how is unclear and appears, at least to me, controversial.
  • There are problems with being able to restart the engine in flight if it flames out.
  • Braking on a wet runway is deficient—recently improved but not resolved; so jets will be restricted from flying after it rains until the runway dries out.
  • The airplane in the training configuration has about 70 hours on it. If you count all JSF testing, it is about 1,000 hours. Legacy aircraft training would start with at least twice that much on the fleet, and as much as five times that much in the configuration meant for training.
  • All of this also applies to the Marines F-35B that is supposed to start flying at Eglin in January.
Finally, I am told the cost to modify jets in lots 2-5 is about $30 million each. Lockheed has said these costs are already accounted for in the program. Specifically how this will be paid for, the impact on deliveries, and the size of the fleet that is funded are all questions that are unclear to me.
