Para Menhan ASEAN Bahas Laut China Selatan


Hibah F-16 Belum Ada Keputusan

JAKARTA - Pertemuan Menteri Pertahanan Negara-negara Asia Tenggara (ASEAN Defense Ministers Meeting/ADMM) akan berlangsung pada Februari ini. Isu Laut China Selatan akan menjadi topik pertemuan.

Hal ini disampaikan Sekretaris Jenderal Kementerian Pertahanan Erris Herryanto, Rabu (9/2) di Jakarta.

ASEAN berencana membentuk tiga pilar komunitas pada tahun 2015, yaitu ekonomi, sosial-budaya, dan politik-keamanan. Untuk menuju ke sana, ADMM akan menyusun ASEAN Security Outlook untuk tiga tahun ke depan. Hal ini juga menjadi tugas Indonesia, yang pada 2011 menjadi tuan rumah ADMM.

Sejumlah tema utama yang dibahas adalah keamanan laut, kontraterorisme, manajemen bencana, pengobatan militer, dan penjaga perdamaian. Semua tema utama itu dianggap menjadi kepentingan semua negara ASEAN.

Erris mengatakan, pembahasan tentang keamanan maritim akan dipimpin oleh Malaysia dan Australia, sementara Indonesia berpasangan dengan AS untuk membahas antiterorisme. Sejumlah negara non-ASEAN juga akan ikut dalam ADMM ini, seperti Selandia Baru.

Erris juga menyampaikan perkembangan kerja sama berupa hibah pesawat tempur F-16 dari AS. Menurut Erris, hingga kini AS belum memberikan keputusan. Setelah tawaran itu diterima Pemerintah Indonesia, barulah Kementerian Pertahanan bisa membuat berbagai pertimbangan, termasuk tentang operasional dan anggaran. ”Kita masih tunggu keputusan AS,” katanya.

RI-Filipina

Dari Manado diberitakan bahwa Indonesia dan Filipina sepakat melaksanakan pengawasan intensif terhadap pelintas batas dan awak kapal yang melintasi wilayah perairan kedua negara. Operasi militer perbatasan kedua negara juga diperluas hingga perairan Tarakan, Kalimantan.

Ketua delegasi Indonesia, Panglima Kodam VII Wirabuana Mayjen Amril Amir, dan ketua delegasi Filipina, Panglima Militer Mindanao Mayjen Arthur Tabaquero, menyatakan hal itu kepada wartawan di Manado, Rabu.

Delegasi militer Indonesia dan Filipina melakukan pertemuan Komisi Perbatasan Ke-29. Rombongan pejabat militer Filipina sebanyak 15 orang kemarin langsung kembali ke Manila melalui Davao setelah berada dua hari di Manado.

Twin Otter Pertimbangkan Pabrik di RI

JAKARTA, KOMPAS.com - Pabrikan pesawat asal Kanada, Twin Otter, dikabarkan sedang mempertimbangkan untuk membuat pabrik pesawat di Indonesia. Kabar ini disampaikan Direktur Jenderal Perhubungan Udara, Kementerian Perhubungan, Herry Bakti Singayudha Gumay kepada wartawan di Jakarta.
"Mereka masih mengkaji, salah satunya adalah mereka akan ke Indonesia bila operator di Indonesia telah membeli pesawat Twin Otter minimal 30 unit. Pada kenyataannya, pesawat Twin Otter di Indonesia sudah lebih dari itu," kata Herry.
Disebutkan, kemungkinan Twin Otter, akan bekerjasama dengan PT Dirgantara Indonesia (DI) membangun pabrik pesawat di Bandung.

Kos dibelanja Malaysia tak boleh disamakan dengan AS, New Zealand

KUALA LUMPUR: Peruntukan RM6 bilion bagi membeli enam unit kapal peronda generasi kedua (SGPV-LCS) bagi kegunaan Tentera Laut Diraja Malaysia (TLDM) disifatkan sebagai rasional dalam usaha meningkatkan keupayaan ketumbukan itu.

Panglima TLDM, Laksamana Tan Sri Abdul Aziz Jaafar, berkata pembelian kelengkapan dan peralatan baru itu juga menepati keperluan semasa, khususnya dalam keadaan tugas melindungi kedaulatan perairan negara yang semakin mencabar.

“Belanja RM6 bilion itu munasabah kerana ia bukan saja merangkumi kos pembinaan setiap unit kapal berkenaan, malah turut mengambil kira kos pemasangan sistem persenjataan, teknologi radar dan peralatan lain berkaitan.

“Jadi, tidak wajar membandingkan jumlah perbelanjaan itu dengan kos dikeluarkan negara lain untuk membeli kapal. Amerika Syarikat, New Zealand, Perancis dan Australia mempunyai kepakaran sendiri dalam membina peralatan ketenteraan, termasuk kapal peronda berbanding kita,” katanya kepada pemberita, di sini semalam.

Beliau berkata bagi menyangkal dakwaan Ahli Parlimen Petaling Jaya Utara, Tony Pua dalam blognya berhubung kos dibelanjakan kerajaan untuk membeli enam SGPV-LCS adalah 870 peratus mahal dari negara lain.

Beliau mendakwa peruntukan RM6 bilion itu amat tidak munasabah berbanding perbelanjaan dikeluarkan negara seperti Amerika Syarikat, Ireland, Jerman dan Israel.

Ahli Parlimen DAP itu mendakwa pembelian kapal peronda pesisir pantai (OPV) oleh Tentera Laut Diraja New Zealand tahun lalu hanya bernilai NZ$90 juta (RM210 juta) setiap satu.

Kapal Roisin Class buatan Ireland dikatakan hanya bernilai AS$34 juta (RM103 juta); Super Vita dari Greek bernilai AS$108 juta (RM329 juta); Type 130 dari Jerman (AS$188 juta atau RM572 juta), manakala Saar V dari Israel bernilai AS$260 juta atau RM791 juta.

Abdul Aziz berkata, kos dinyatakan ahli pembangkang itu tak tepat kerana ia tidak merangkumi semua kos pembinaan dan pemasangan pelbagai peralatan diperlukan dalam sesebuah kapal peronda atau kapal perang.

“Perbandingan harga juga tidak munasabah kerana kos dibelanjakan negara terbabit bukan pada kadar terbaru,” katanya.

Indian Air Force Inducts First C-130J Super Hercules

The Indian Air Force (IAF) celebrated the induction to service of its first Lockheed Martin C-130J Super Hercules at Hindon Air Force Station, India, on Feb. 5.
The aircraft is the first of six C-130Js ordered under a U.S. Foreign Military Sale in late 2008. Senior representatives from the Indian and U.S. governments and air forces were present for the historic event.
"The Indian Air Force is happy to induct the C-130J Super Hercules, the most potent and versatile aircraft in its class," said Air Chief Marshal P.V. Naik, IAF Chief of Air Staff. "It is an important milestone in transformation of the IAF that is presently underway. The IAF will fly an American aircraft after a gap of more than two decades after the Super Connie, and it is a historic moment for both countries."
The last U.S. aircraft flown by the IAF was a Lockheed Super Constellation, a type retired from the country's fleet more than two decades ago.
This is India's first experience with the C-130 so the package being provided by the U.S. government is comprehensive. The contact includes six aircraft, training of aircrew and maintenance technicians, spares, ground support and test equipment, servicing carts, forklifts, loading vehicles, cargo pallets and a team of technical specialists who will be based in India during a three-year initial support period. Also included in the package is India-unique operational equipment designed to increase Special Operations capabilities. The remaining five aircraft will be delivered later this year.
The IAF's C-130J Super Hercules is a highly integrated and sophisticated configuration primarily designed to support India's special operations requirement. Equipped with an Infrared Detection Set (IDS), the aircraft can perform precision low level flying, airdrops and landing in blackout conditions. Self-protection systems and other features are included to ensure aircraft survivability in hostile air defense environments. The aircraft also is equipped with air-to-air receiver refueling capability for extended range operations.
The C-130J is ideally suited to India's mission environment, which often involves operating out of austere, high elevation airstrips in hot conditions. The C-130J is powered by four Rolls Royce AE2100 engines and Dowty six-bladed props that provide the aircraft with significant power. The C-130J has been operated for the past several years in the mountainous areas of Afghanistan in conditions similar to India and performed exceptionally well.
Headquartered in Bethesda, Md., Lockheed Martin is a global security company that employs about 132,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services. The Corporation's 2010 sales from continuing operations were $45.8 billion.

Rudal Balistik Supersonik Iran Kejutkan Barat



Keberhasilan uji coba rudal balistik supersonik pasukan Garda Revolusi Islam Iran (IRGC) direspon luas media massa asing. Komandan IRGC, Brigjen. Mohammad Ali Jafari kemarin (Senin 7/2) kepada wartawan mengkonfirmasikan produksi massal rudal balistik anti kapal tersebut. Dengan bangga ia menandaskan bahwa musuh tidak akan mampu melacak apalagi menghancurkan rudal balistik ini.
Komandan Angkatan Udara IRGC, Brigjend Amir Ali Hajizadeh juga menjelaskan rudal balisitik yang diberi nama Teluk Persia adalah rudal yang memiliki kecepatan supersonik dan ditargetkan menghajar kapal musuh. Perbedaan rudal ini dengan rudal sebelumnya hanya berkisar soal kecepatan yang dimiliki. Rudal ini memiliki kecepatan di atas suara dan ditembakkan dari darat dan meluncur ke atas baru kemudian menghajar sasaran musuh.
Kantor Berita Xinhua mengutip Brigjen Ali Jafari melaporkan Iran akan segera memproduksi massal rudal balistik Teluk Persia. United Press International (UPI) juga menyinggung keberhasilan ini dan juga menambahkan bahwa Tehran berhasil memproduksi satelit baru.
Reuters dalam laporannya menulis, Iran selangkah lebih maju lagi dengan keberhasilannya memproduksi rudal dan satelit baru yang dipamerkan kemarin. BNO News menulis, Iran memproduksi rudal anti kapal dan empat satelit. NDTV juga tak ketinggalan melaporkan keberhasilan Iran menguji coba rudal balistik anti-kapal. Stasiun televisi India ini melaporkan, pasukan Garda Revolusi Islam Iran mengujicoba rudal supersonik dari darat ke laut kemarin. Rudal balistik yang diberi nama Teluk Persia ini mampu menghancurkan target berjarak 300 km dan membawa hulu ledak seberat 650 kg.

The 8th International Exhibition on Aerospace, Defence and Civil Aviation Aero India 2011, which is one of the biggest among such events in Asia, is hosted at the Air Force Station Yelahanka in the suburbs of Bangaluru from 9th to 13th February 2011. The Federal State Unitary Enterprise Rosoboronexport, a regular participant in the air show, is promoting more than 80 items of weapons and military equipment.
Aerospace systems have always been a centrepiece in the defence cooperation between Russia and India. It was in 1964 when the first batch of the MiG-21 aircraft was delivered to India and our countries started then their modern-era military cooperation. The mutually advantageous collaboration has been maintained for decades, and is now raised to a strategic partnership level.
Last visit to India of Russian President Dmitri Medvedev testifies to the high status of our relations. A number of important agreements were signed, including a feasibility study contract for the Fifth Generation Fighter Aircraft (FGFA) development programme. That was a start of the joint programme implementation. Similar developments are also carried out by USA and China. Thanks to the cooperation with Russia, India can be justly classed now in their number.
Just as prospective is a development programme for the Multi-Role Transport Aircraft (MTA) which is planned to enter service with Air Forces of both countries in future. The aircraft is intended for active operation by both military services and commercial air lifting companies.
"We are moving up to deep-rooted cooperation and joint development of advanced systems. It does require a renewed level of trust. It is one thing to sell finished items or assemblŠµ them by licence, and it is quite different to implement programmes such as the fifth generation fighter aircraft, transport aircraft MTA or BrahMos missiles. We have already started, as it is, a number of major programmes that will define future defence capabilities of our countries", - said Viktor Komardin, deputy director general of Rosoboronexport and head of delegation in India.
Russia was the first country which started transferring to India up-to-date aerospace, land and maritime equipment technologies. One of the most revealing examples is licence production of the Su-30MKI aircraft by Hindustan Aeronautics Limited. This modification of the fighter aircraft was developed by Russian manufacturers specifically to satisfy exacting requirements of the Indian Air Force. Su-30MKI proved to be a highly effective and reliable system. It is worthy of noting that in 2009 President of India Pratibha Patil made a flight on this fighter aircraft.

India also produces by licence the RD-33 series 3 engines for the MiG-29 fighters. Specialists will not fail to glean information about the S-300VM Antey-2500, Tor-M2E and Buk-M2E air defence missile systems, as well as an upgraded version of the well-reputed Tunguska-M1 air defence gun/missile system. In addition, the information on the Igla-S MANPADS and Strelets control equipment and launch modules developed to fire these missiles will be available at the Rosoboronexport stand.

China is developing "counterspace" weapons that could shoot down satellites or jam signals, a Pentagon official said Friday as the United States unveiled a 10-year strategy for security in space.
"The investment China is putting into counterspace capabilities is a matter of concern to us," deputy secretary of defense for space policy Gregory Schulte told reporters as the defense and intelligence communities released their 10-year National Security Space Strategy (NSSS).
The NSSS marks a huge shift from past practice, outlining a 10-year path for the United States to take in space to ensure it becomes "more resilient" and can defend its assets in a dramatically more crowded, competitive and challenging environment, Schulte said.
A key reason for developing the new strategy was "concern about the number of counterspace capabilities that are being developed," said Schulte.
"China is at the forefront of the development of those capabilities," he said.
China in 2007 shot down one of its own weather satellites using a medium-range ground missile, sparking international concern not only about how China "weaponizing" space, but also about the debris from the satellite that is still floating around in space.
Beijing is also working on ways to jam satellite signals and is developing directed energy weapons, which emit energy towards a target without firing a projectile, Schulte said.
US concerns over China's space activities have led Defense Secretary Robert Gates to seek to include space in the stability dialogue with the Chinese, Schulte said.
