Russia will deploy advanced S-400 air defense systems during joint military exercises with Belarus in September, a spokesman for the Russian Defense Ministry said.
The Union Shield 2011 drills will be held in central and southern Russia on September 16-22. The exercises are aimed at improving combat readiness of the Belarus-Russian regional joint force, as well as raising interoperability between the units of the two countries.
Col. Vladimir Drik said on Thursday that S-400 and Pantsir-S air defense systems will be deployed during the operational phase of the exercises at the Ashuluk firing range in the Astrakhan Region.
The Union Shield 2011 drills will involve a total of 12,000 troops, as well as up to 50 aircraft and 200 combat vehicles, including 100 tanks.
Defense and security cooperation is an important part of the Russian-Belarusian Union State's activities. The joint Russian-Belarusian regional military force was formed 10 years ago. Its main objective is to defend the Union State's western border and the member states of the Collective Security Treaty Organization (CSTO).
Moscow and Minsk also signed an agreement in February 2009 on the joint protection of the Russia-Belarus Union State's airspace and the creation of an integrated regional air defense network.

The United States will deploy elements of a missile defense shield in Poland by 2018, the U.S. and Poland said in a joint statement on Thursday.
"The United States and Poland are pleased to jointly announce that the Ballistic Missile Defense Agreement of 2008 and its Amending Protocol of 2010 on deployment of the land-based SM-3 system within Poland has entered into force, effective of September 15, 2011," the statement said.
The system will be located at the Redzikowo military base, the statement added, calling it "a significant contribution by our two nations to a future NATO missile defense capability."
Russia has retained staunch opposition to the deployment of missile-defense systems near its borders, claiming they would be a security threat.
NATO says it needs the shield, which will be eventually deployed in the Mediterranean, Poland, Romania and Turkey, to counter the threat of missile attacks from Iran.

Turkey and the United States signed on Wednesday a memorandum on the deployment of a U.S. radar on Turkish territory as part of a "missile shield" to protect NATO allies from potential ballistic missile threats.
An X-band AN/TPY-2 radar, which is part of the THAAD system designed to intercept medium-range missiles at very high altitudes, will be deployed at a military base in the eastern province of Malatya.
Ankara and Washington say the radar will help provide early warning of missile threats coming from outside Europe. The system is expected to become operational by the end of this year.
According to Turkish media, the radar will be operated from a NATO control center in Germany, but the allies will share data with Turkey.
NATO members agreed to install a missile shield over Europe to protect against ballistic missiles launched by so-called "rogue states" at a summit in Lisbon, Portugal, last year.
An agreement not to pinpoint Iran was reached with Turkey, which had threatened to block the deal if its neighbor was explicitly named as a threat.

Syria may buy more Russian air defense systems

Syria has shown interest in buying a whole range of advanced Russian air defense systems, a source in the Russian defense industry told RIA Novosti on Monday.
A group of Syrian observers is attending live firing drills during Combat Commonwealth air defense exercises carried out by CIS countries at the Ashuluk firing range in the Astrakhan Region near the Caspian Sea.
"Syria and some other countries are interested in long-range S-300 Favorit systems, medium-range Buk and short-range Tor," the source said. "Syrian experts want to make sure that these systems are indeed modern, powerful and effective weapons."
Syria, a major importer of Russian weapons, has bought MiG-29M fighter jetsPantsir S1E and Buk-M2E air-defense systems from Russia, and hopes to receive MiG-29SMT fighters, Yak-130 combat trainers, Iskander tactical missile systems, and two Amur-1650 class diesel submarines.
Russia earlier announced it would honor a 2007 contract on the delivery of several Bastion anti-ship missile systems armed with Yakhont (SS-N-26) supersonic cruise missiles to Syria, despite efforts by Israel and the United States to stop the deal.
"We hope that the current political crisis in Syria will not affect the sales of Russian weaponry to that country," the source said. "The Syrian side has so far confirmed that it is ready to honor all existing contracts with Russia."
Russian experts believe that the expansion of arms exports to Syria could largely compensate for the loss of lucrative arms deals with Iran and Libya after a UN ban on arms sales to Tehran and the fall of Muammar Gaddafi's regime.

Russian army to start receiving new-generation tanks in 2014

The Russian military is planning to carry out a large-scale rearmament of its armored units with new-generation main battle tanks (MBT) in 2014-2020, the Defense Ministry said on Saturday.
“At present, the Russian scientists are developing a new-generation tank, and in 2014-2020 we are planning to replace the current fleet with new tanks on a large scale, so that the new models will constitute 70% of the total,” Defense Ministry spokesman Lt. Col. Sergei Vlasov said.
According to leading Russian military experts, two models, tentatively dubbed the T-95 and the T-99, are being developed. Both projects are highly classified, and it is still unknown which model will be selected for mass production.
The new tank will feature better firepower, maneuverability, electronics and armor protection than the T-90 MBT.
The Russian Ground Forces are equipped with T-72, T-80 and T-90 MBTs and their variants. The existing state arms procurement program envisions a thorough overhaul of T-72 tanks until 2014.
The T-72 is one of the most widely produced post-World War II tanks, second only to the T-54/55 family, and its basic design has been further developed as the T-90.
“A fully modernized T-72 can easily compete with the most advanced MBTs of our time,” Vlasov said.

Kasau pada kesempatan tersebut menyampaikan ucapan selamat atas jabatan sebagai Duta Besar Korea di Indonesia. Selanjutnya Kasau mengharapkan kerjasama yang sudah dirintis sekarang ini dapat berjalan baik diwaktu yang akan datang, khususnya padaProgram KF-X yang merupakan pesawat tempur untuk generasi yang akan datang.

Duta Besar Korea menyampaikan bahwa industri pertahanan Korea akan mengembangkan kerjasama dalam industri pembangunan perkapalan sehingga nantinya kerjasama tersebut akan saling menguntungkan bagi kedua negara.

DPR Pertanyakan Dana Rp485 Miliar di Kemenhan




16 September 2011, Jakarta (MI.com): Politikus Partai Demokrasi Indonesia Perjuangan yang juga Wakil Ketua Komisi I DPR Tubagus Hasanuddin menyatakan Kementerian Pertahanan telah melakukan pelanggaran Undang-Undang No. 27 Tahun 2009 tentang MPR, DPR, DPD, dan DPRD.

Hal tersebut menurut Hasanuddin, terungkap dalam Repat Kerja Komisi I dengan Kemhan dan Mabes TNI pada Rabu (14/9). Hasanuddin menjelaskkan bahwa Kemenhan telah menggunakan APBN-P 2011 tanpa berkonsultasi dengan DPR.

Menurut Hasanuddin, pada awal Juli 2011 Kemenhan mendapatkan dana APBN-P sebesar Rp2,485 triliun. "Jadi pada tanggal 21 Juli kita melakukan rapat maraton dengan Kemenhan mengenai penggunaan dana tersebut," katanya.

Rincian penggunaa dana tersebut adalah Rp2 triliun untuk alutsista dengan rincian Rp1,3 triliun alutsista dari dalam negeri serta Rp700 miliar untuk alutsista luar negeri dan perusahaan swasta, dan Rp485 miliar untuk keperluan nonalutsista.

Hasanudiin menjelaskan, setelah diajukan ke Kementerian Keuangan, Kemenhan mendapat tambahan dana Rp50 miliar, sehingga jumlahnya menjadi Rp2,535 miliar. "Tapi di raker ternyata realisasi anggarannya hanya Rp2,050 miliar," Jelas Hasanuddin.

Ketika ditanyakan keDirektorat Jenderal Perencanaan Pertahanan tentang sisa dana sebesar Rp485 miliar, ternyata tidak dapat memberikan penjelasan yang memuaskan. "Mereka bilang untuk membeli barang," ujar Hasanuddin.
