Russia's MiG-35 Fulcrum-F jet fighter corresponds to all the requirements of an Indian tender aimed at acquiring a series of fighter jets, a department head for Russia's state-controlled arms exporter Rosoboronexport said on Monday.
Sergei Kornyev, the department head of Russia's Air Force special equipment and services, made the announcement after the Farnborough Air Show outside London ended on Sunday.
In August 2007, India set an $11 billion tender for the delivery of 126 fighter aircraft. The world's largest aircraft manufacturers are bidding for the tender, including France's Dassault Aviation with its Rafale, U.S. Lockheed Martin with its F-16 Fighting Falcon and Boeing with the F-18 Super Hornet,  Sweden's Saab with its most up-to-date Gripen aircraft, and the European Eurofighter offering the Typhoon.
"The requirements of the tender are quite rigid, but we have already held three evaluation tests, and we believe we have offered an aircraft which entirely corresponds to the tender requirements," Kornyev said.
Russia's MiG-35 Fulcrum-F is a highly maneuverable, single-seat multirole air superiority fighter, an export version of the MiG-29M OVT (Fulcrum F).The plane was first officially presented during the Aero India 2007 air show.
"Of course, the buyers will make the final decision. We are sure that we will participate in this tender until the end, and we hope we will win," Kornyev added.
The Farnborough Air Show was held on July 19-25 near London. About 1,350 companies and organizations from more than 50 countries, including some 60 Russian firms, took part in the air show. Russian air manufacturers have clinched deals worth over $10 billion, experts said.

India could spend up to $2.34 billion on modernization of its fleet of Su-30MKI Flanker-H fighters with the participation of Russian companies, the country's Defense Ministry said on Wednesday.
The upgrade program may proceed in several stages, starting from 2012, at Hindustan Aeronautics Limited (HAL), with assistance from the warplanes' Russian manufacturers, the Defense Ministry said.
Indian media reported in May that the modernization project, codenamed Super 30, would involve the installation of new radars, onboard computers, avionics and BrahMos supersonic missiles on 40 Su-30MKI fighters.
The Indian Air Force currently operates about 100 Su-30MKI fighters and plans to produce another 170 aircraft in the next 10 years under a license from Russia.

The Indian Air Force will soon order an additional 59 Russian Mil Mi-17 helicopters on top of the 80 ordered earlier, the IAF chief said on Thursday.
The first deliveries of the 80 Mi-17 helicopters, ordered in 2008, will begin later this year, Air Chief Marshal Pradeep Vasant Naik said in an interview with India Strategic.
The IAF's recent request for 42 Su-30MKI fighters had been cleared by the Defense Ministry, "taking the total number of these air superiority combat jets order to a sizeable 272," he added.
The IAF has also signed a contract with Rosoboronexport, Russia's state-controlled arms exporting agency, to upgrade its fleet of Soviet-vintage MiG-29 fighters and Il-76 airlifters while the Indian Navy has placed an order for 45 MiG-29K carrier-borne fighter jets.
Naik said that the Il-76s, first acquired in April 1985, are also undergoing a life extension program with Russia.
"The life extension of Il-76 aircraft will involve a complete overhaul of the airframe at the manufacturer's premises in Russia... The first aircraft has already been sent and servicing work has commenced. Various other upgrades will be carried out in India. Post-servicing, the aircraft would be available to us for more than 10 years," he said.

Pameran Hasil Inovasi Iptek Lapan Tampilkan Teknologi Dirgantara



 
 
Jakarta, Lapan.go.id, Lapan turut dalam pameran Hasil Inovasi Iptek yang berlangsung pada 9-11 Agustus di gedung BPPT, Jakarta. Pameran ini diselenggarakan dalam rangka peringatan Hari Kebangkitan Teknologi Nasional (Hakteknas) ke-15. Tema Hakteknas kali ini adalah Penguatan Sistem Inovasi Nasional.
Sementara itu, tema yang diusung Lapan untuk kegiatan ini adalah Kuasai Teknologi Dirgantara sebagai Jati Diri Bangsa. Dalam pameran ini, Lapan menampilkan model berbagai hasil penelitian dan pengembangan kedirgantaraan. Model produk yang ditampilkan yaitu satelit mikro Lapan-Tubsat dengan skala 1:1, prototipe Roket Pengorbit Satelit (RPS), RX-100, RX-150, roket D230-RX 1210, dan roket D230 1213/1210.
Selain model produk, Lapan juga menampilkan poster tentang radar transformer roket, satelit Lapan-Tubsat, Kompetisi Roket Indonesia, dan dasar-dasar teori roket. Audiovisual juga disertakan dalam pameran tersebut. Audiovisual tersebut merupakan dokumentasi uji terbang roket D230 1213/1210 dan RX-420 pada 2009 di Pameungpeuk, Jawa Barat.
Pameran ini dibuka oleh Menteri Negara Riset dan Teknologi (Menristek), Drs. Suharna Surapranata, MT, Selasa (10/8). Saat sambutan pembukaan pameran, ia mengajak masyarakat untuk memanfaatkan peringatan Hakteknas ke-15 guna menjadikan teknologi karya anak bangsa sebagai gerakan nasional. Usai memberikan sambutan, Menristek mengunjungi berbagai gerai pameran.
Pameran Hakteknas tersebut diikuti oleh tujuh industri, dua perguruan tinggi, serta 17 lembaga litbang pemerintah dan lembaga pemerintah nonkementerian.

Indonesia dan India Bentuk Komite Bilateral Antariksa



 
 
Bogor, Lapan.go.id, Sabtu (14/8), Perwakilan dari ISRO (lembaga antariksa India) mengunjungi Pusat Teknologi Elektronika Dirgantara di Rancabungur, Bogor. Kunjungan ini merupakan rangkaian pembentukan komite bilateral antariksa. Komite tersebut terdiri dari Lapan dan ISRO.
Kerja sama pembentukan komite tersebut ditandatangani oleh Sekretaris Utama Lapan, Dr. Bambang Koesoemanto, M. Sc. dan Direktur ISTRAC (jaringan komando dan tracking ISRO), SK Shivakumar. Penandatanganan berlangsung pada Joint Commitee Meeting Indonesia dan India di Bali, Senin (9/8).
Pembentukan komite bilateral bidang antariksa tersebut merupakan suatu wujud implementasi dari kerjasama Indonesia dan India dalam bidang teknologi dan aplikasi antariksa. Dalam kegiatan tersebut, Indonesia mengajukan permohonan kepada India untuk memindahkan kepemilikan stasiun TT & C Lapan-ISRO di Biak kepada Indonesia.
Menanggapi hal tersebut, India menyatakan bahwa proses perpindahan kepemilikan harus dilakukan pada tingkat pemerintahan. “Kemudian, dalam waktu dua bulan setelah diplomasi antarpemerintah, India akan menyiapkan proposal persetujuan untuk perpindahan stasiun TT & C, ujar Shivakumar.
Untuk proses perpindahan kepemilikan, India meminta Indonesia untuk bekerja sama dalam beberapa bidang kedirgantaraan. Kerja sama tersebut meliputi identifikasi tempat pembangunan antena TT & C satelit baru dengan ketinggian 40 meter di Biak, pengoperasian stasiun bumi satelit yang dapat dipindahkan, perolehan data satelit penginderaan jauh IRS, Cartosat, dan Oceansat-2.
Guna mewujudkan pembentukan komite bilateral ini, pihak ISRO berkunjung ke kantor Lapan di Biak dan Rancabungur. Dalam kunjungan di Rancabungur, Drs. Kepala Pusat Teknologi Elektronika Dirgantara, Drs. Toto Marnanto Kadri, menjelaskan mengenai satelit-satelit yang dimiliki oleh Indonesia beserta program pembangunan satelit di Lapan. Kunjungan tersebut dilanjutkan dengan meninjau aktivitas kegiatan Pusat Teknologi Elektronika Dirgantara.

Russia to load nuclear fuel into Iran's Bushehr NPP

Russia is completing final preparations to load low-enriched uranium fuel into Iran's first civilian reactor at the Bushehr NPP later on Saturday.
If the operation goes smoothly, Bushehr will be qualified as an operational nuclear power plant. It is expected to start producing electricity late this year or early next.
A Russian delegation headed by Rosatom chief Sergei Kiriyenko will attend the launch ceremony. The Iranian delegation will be led by Ali Akbar Salehi, vice president and Director of the Atomic Energy Organization of Iran (AEOI).
Western powers suspect Iran of pursuing nuclear weapons under the guise of its nuclear program, a charge Tehran strongly denies, saying the program is aimed at the peaceful generation of civilian energy.
On June 9, 2010, the UN Security Council approved a fourth round of sanctions against Iran over its nuclear program, including tougher financial controls and an expanded arms embargo, as well as an asset ban on three dozen companies and a travel freeze on individuals.
Later, the United States and the European Union imposed extra sanctions against Iran, including tougher restrictions on the energy sector and a tougher trade embargo.
The construction of the Bushehr facility was not affected by the sanctions.
Russia has said that all the fuel for Bushehr will be supplied by Russia and all the spent fuel will be returned to Russia. The fuel deal made the project acceptable to Washington and Russian Foreign Minister Sergei Lavrov said earlier this week that the Bushehr plant contributes to the nonproliferation regime.
However, Salehi said on Friday the Islamic republic does not necessarily have to buy fuel from Russia.
"Enrichment [of uranium] for producing fuel for the Bushehr plant and other plants will continue," he was quoted as saying by state news agency IRNA on Friday.
"The Bushehr plant has a lifespan of 60 years and we plan to use it for 40 years. Suppose we buy fuel for 10 years from Russia, what are we going to do for the next 30 to 50 years?" the Iranian official added.
The construction of Iran's first nuclear plant was begun in 1975 by several German construction companies. They pulled out following a U.S. embargo on hi-tech supplies to Iran after the 1979 Islamic Revolution and the subsequent U.S. Embassy siege in Tehran.
Russia signed a contract with Iran to complete construction in February 1998.
Russian experts praise the end of Bushehr construction as another successful example of Russian nuclear technologies.
"We undertook to do what others failed. And we successfully coped with the difficulties. Rosatom demonstrated its highest competence while building the Iranian NPP," said Valentin Mezhevich, deputy chairman of the Federation Council's fuel and energy committee.
Alexander Uvarov, who heads the Atominfo Center NGO, said Bushehr NPP was a "unique" project as Russian specialists had to assemble together Russian and German equipment.
"Only Russian specialists could bring this project to life. The German reactor design was integrated with a Russian PWR [pressurized water reactor]. They used equipment which was stored at the construction site for a long period, and its reliability had to be checked,"
"I'm sure that there will be no such example of integrating various technologies in the foreseeable future," the expert said.
The head of the Russian union of energy efficiency, Semyon Dragulsky, added that the successful completion of the Bushehr project would strengthen Rosatom's positions at other international tenders to build nuclear power plants.

Iran Bangun 10 Pabrik Pengayaan Uranium

TEHERAN, KOMPAS.com — Iran akan mulai membangun pabrik pengayaan uranium ketiganya pada awal 2011. Pejabat tinggi negara itu menentang pengaruh dunia yang menerapkan sanksi baru atas Teheran karena melanjutkan proyek nuklirnya.

Kepala Badan Atom Iran, Ali Akbar Salehi, seperti dikutip di salah satu web televisi nasionalnya, mengatakan, pencarian untuk lokasi baru instalasi 10 pengayaan nuklir baru mereka telah selesai.

"Pembangunan satu dari instalasi-instalasi tersebut akan dimulai pada akhir tahun Hijriah ini (hingga Maret 2011) atau dimulai awal tahun depan," katanya.

Iran telah melakukan pengayaan uranium pada instalasi utamanya di tengah kota Natanz dan sedang membangun instalasi pengayaan uranium keduanya di gunung dekat Fordo, barat laut Teheran.

Presiden Mahmoud Ahmadinejad telah mengumumkan rencana pembangunan 10 pabrik pengayaan uranium ini pada akhir tahun lalu setelah Teheran dikecam pengawas atom PBB atas pembangunan instalasi nuklir di Fordo.

Salehi, yang merupakan salah satu dari 12 wakil presiden Iran, sebelumnya mengatakan bahwa pabrik uranium baru yang dibangun Republik Islam itu nantinya akan berada di tempat yang tidak terjangkau serangan udara, tetapi dia tidak menyebutkan di mana pabrik ketiga akan dibangun.


Seteru abadi Iran, AS dan Israel, belum pernah melakukan serangan militer terhadap Teheran untuk menghentikan program nuklir yang mereka duga digunakan untuk membuat senjata nuklir.

Teheran telah menyanggah tuduhan itu, dengan mengatakan bahwa program nuklir mereka semata-mata bertujuan damai.

Program pengayaan uranium Iran ini merupakan kontroversi dan menjadi alasan utama terhadap penerapan sanksi PBB pada 9 Juni karena pada dasarnya pengayaan uranium dapat digunakan untuk membuat fisi inti dari bom atom, di samping dapat juga menjadi bahan bakar untuk memasok pembangkit listrik tenaga nuklir.

Sanksi PBB ini telah diikuti pula oleh hukuman yang bersifat sepihak oleh Amerika Serikat, Uni Eropa, Australia, dan Kanada.

Keputusan negara-negara Barat ini direspons Iran dengan sikap menantang dengan peningkatan kapasitas pengayaan uraniumnya hingga 20 persen, yang secara teori hal itu sudah 90 persen kebutuhan untuk membuat sebuah bom atom.

Iran mengatakan bahwa peningkatan kapasitas tersebut ditujukan untuk memproduksi bahan bakar untuk reaktor nuklir di Teheran sebagai akibat dari buntunya negosiasi dengan negara-negara pemasok uranium.
