MP, expert back RI-S. Korea jet fighter project
Planned cooperation between Indonesia and South Korea to start a joint project on jet fighter production received strong support from a lawmaker and researcher here on Friday but they warned that it will need to undergo feasibility studies.
“The joint cooperation is good for Indonesia because it will help us revitalize our defense industry.
However it is strongly recommended both countries conduct thorough feasibility study,” Kemal Azis Stamboel, lawmaker from the House of Representatives Commission I overseeing defense and intelligence told The Jakarta Post on Friday.
Kemal added that among points to be looked into in the study would be an assessment of possible future conflict between the two countries.
“This policy applies for all potential partner countries because of course we don’t want to be caught out if it occurs,” he added.
Initiated during a visit to Indonesia by South Korean President Lee Myung-bak last year, both countries are now gearing up to sign a Memorandum of Understanding (MoU) for the fighter production, which will be called “KFX project”.
According to secretary-general of the Defense Ministry Deputy Marshal Eris Haryanto, the MoU is likely to be signed at the end of this year. After the signing, a joint team comprising experts from both countries will be formed.
This team would be tasked with building five prototypes of the aircraft before 2020. After achieving the break even point target of 200 units, the aircraft will be ready for mass production.
Military expert from the Indonesian Institute of Sciences Jaleswari Pramodhawardani said the project offers Indonesia a rare chance to develop its defense industry.
“There is always a risk in everything but in my opinion we should take this risk,” she said.
However, she said the project would cost a huge part of the budget, meaning the Indonesian Military may have to work hard to convince lawmakers to grant funding.
Under the MoU, Indonesia will shoulder 20 percent of the initial budget of US$8 billion, which Kemal described as “reasonable”.
The joint project is widely seen as a pilot project for Indonesian military in revitalizing defense industry.
The Indonesian military is now perfecting an draft paper on boosting the country’s defense industry.

JAKARTA, August 11 (RIA Novosti) - Russia has been shortlisted for a $700 million contract to deliver two submarines to Indonesia, the Indonesian Navy commander said on Tuesday.
"Of the four bidders for the submarines, Russia and South Korea have reached the final round, passing France and Germany," Admiral Tedjo Edhy Purdijatno said.
Russia's bid is the Project 636 diesel-electric submarine (export agent Rosoboronexport) while South Korea's is the U-209 sub manufactured by Daewoo Shipbuilding and Marine Engineering under German license.
"One of the principal conditions [of the contract] is, among other things, the transfer of technology," Purdijatno said.
The successful bidder is expected to be named by the end of August.
The Indonesian defense minister has said the submarines are to be delivered in 2011.

MOSCOW, October 6 (RIA Novosti) - The Indonesian Navy is planning to arm its new patrol boats with Russian and Chinese missiles, the Antara national news agency reported on Tuesday.
"We will gradually increase the number of patrol boats and arm them with Russian and Chinese manufactured missiles," the agency quoted Navy Commander Adm. Tedjo Edhy Purdijatno as saying.
Speaking at a ceremony to mark the 64th anniversary of Indonesia's Armed Forces, he said the patrol boats would be used to guard the country's maritime borders.
In October 2008, Purdijatno said his country would like to buy Russian SS-NX-26 Yakhont supersonic anti-ship cruise missiles.
The Indonesian Navy currently uses mainly U.S. or West European manufactured weapon systems.
The Indonesian Defense Ministry said in July the country had put off until 2011 plans to buy two submarines and several warplanes due to financial problems.
Indonesia was planning to buy two submarines in 2010 from a yet-to-be-chosen country. Possible suppliers included Russia, Germany, South Korea and France.
The Defense Ministry said a decision was unlikely to be made in the near future.

MOSCOW, November 13 (RIA Novosti) - Russia will deliver the last of six contracted Su fighter jets to Indonesia in 2010, a Russian Federal Service for Military and Technical Co-Operation deputy director said on Friday.
Under a $300 million contract, signed in 2007, Russia is to supply three Su-30MK2 and three Su-27SKM fighters to Jakarta.
"Under the contract, two Su-27SK jets must be delivered by the end of 2009. One more fighter will be delivered in 2010," Konstantin Birulin said.
The third Su-30MK2 jet was delivered in January.
Indonesian Armed Forces Commander Air Marshal Djoko Suyanto said in 2007 that the country needed at least one squadron equipped with 16 Sukhoi fighters to replace part of the outdated fleet of U.S. F-16 fighters.
Indonesia to buy 6 jet fighters, 18 armored vehicles from Russia
Nikolai Dimidyuk, Rosoboronexport's special programs director, said Indonesia could also buy other Russian warplanes as well as Mi-17 and Mi-35 helicopters.
"Indonesia is still very interested in Russian fixed- and rotary-winged aircraft," he said.
He expressed confidence the Russian Finance Ministry would soon approve a $1 billion loan for Indonesia.
"We are sure that this loan will be used to buy arms," Dimidyuk said.
He added that Indonesia had asked Russia to modernize its Soviet-era weapons and equipment.
"All of their Soviet-made weapons are obsolete," he said.

Russia and the United Arab Emirates are holding negotiations on modernizing a large number of BMP-3 infantry fighting vehicles, a defense industry official said on Wednesday.
Vyacheslav Dzirkaln, deputy head of the Federal Service for Military and Technical Cooperation, is heading the Russian delegation at a meeting of the Russia-UAE intergovernmental committee for military and technical cooperation.
The talks in Abu Dhabi are to focus on the "full modernization of a large number of BMP-3s in an effort to seriously increase their combat capability," the Russian official said.
"We have succeeded in this direction," Dzirkaln said.
The infantry fighting vehicles had been earlier supplied to the UAE by Kurganmashzavod, a Russian machine building company based in Kurgan, western Siberia.
The official said that the military officials in the United Arab Emirates have "a good attitude for cooperating with Russia." "Therefore I make the conclusion that our cooperation has a future."
Dzirkaln also confirmed that Russia will finish delivering Pantsir-S1 short-range air defense systems to the United Arab Emirates by late 2010.
"This year the delivery will be completed. Two more shipments of these vehicles will be delivered and the contract on the delivery will be fulfilled," he said.
Russian media reports said Moscow had signed a $734-million contract with the United Arab Emirates in 2000 on purchasing 50 Pantsir-S1s.
Pantsir-S1 is a short-to-medium range combined surface-to-air missile and antiaircraft artillery system manufactured by the Tula-based Instrument Making Design Bureau (KPB).
It is designed to protect point and area targets and carries up to 12 two-stage solid-fuel surface-to-air missiles in sealed ready-to-launch containers.
The system also has two dual 30 mm automatic cannons that can engage targets at a range of up to 4 km.
The Russian official said it was too early to speak about the prospects of further delivery of Pantsir-S1s to the UAE.
"Further development will consist of providing service maintenance and continuing training UAE specialists in the aspects of operation, repair and service maintenance," he said.
