"Russia's refusal to hand over the missile system goes against the agreement signed by the two countries," Brigadier General Ahmad Vahidi was quoted as saying by the ISNA news agency.
The Kremlin banned the sale of S-300s and other arms to Iran in September, saying they are subject to the fourth round of sanctions imposed by the UN Security Council against Iran over its nuclear program in June.
Russia agreed to deliver S-300s to Iran in 2007, but the contract has never been implemented.
Vahidi said last month the ban was "illogical" since the sanctions did not concern air defenses.
He said it was proof that Russia "cannot act independently, even when dealing with such a simple issue."
