09 Agustus 2010, Lebanon -- Saat berita ini diturunkan, Prajurit TNI yang tergabung dalam Satuan Tugas Batalyon Infanteri Mekanis TNI Kontingen Garuda (Konga) XXIII-D/UNIFIL pada misi UNIFIL (United Nations Interim Force In Lebanon) di Lebanon Selatan kembali melaksanakan tugasnya dengan normal pasca insiden baku tembak antara Lebanese Armed Forces (LAF) dengan Israeli Defence Forces (IDF) yang menewaskan 3 orang personel LAF, 1 orang wartawan media local, dan 2 orang Perwira senior IDF, Selasa (3/8).

Sebagai peacekeeper (penjaga perdamaian), prajurit Konga di medan tugas Lebanon telah melaksanakan tugas pokok memelihara situasi perdamaian di wilayah Lebanon Selatan dan bersifat imparsial (tidak berpihak) dalam menjalankan Resolusi Dewan Keamanan PBB Nomor 1701 (United Nations Security Council Resolution 1701- tanggal 11 Agustus 2006) yang merupakan mandat PBB kepada UNIFIL. Disamping itu dalam menjalankan tugasnya pasukan TNI berpegang teguh pada prosedur, hukum dan ketentuan yang berlaku yang ditetapkan oleh PBB, seperti SOP (Standard Operating Procedure), ROE (Role of Engagement) maupun STIR (Standardize Tactical Incident Reaction).

Dalam insiden baku tembak, Selasa (3/8) antara LAF dan IDF di perbatasan Lebanon Selatan - Israel, prajurit Konga yang sedang bertugas menjaga perdamaian di wilayah tersebut sudah melaksanakan prosedur yang telah ditetapkan oleh PBB. Setelah melalui pelaporan ke Komando Atas dan melakukan negosiasi dengan pihak yang bertikai, prajurit Konga akhirnya melaksanakan pengunduran taktis dengan cara memanfaatkan lindung tembak yang ada, karena antara LAF dan IDF terjadi saling baku tembak. Sesuai STIR No. 17 tentang menghadapi insiden dalam hal ini antara LAF dan IDF, disebutkan bahwa : Tindakan yang harus dilakukan adalah : Pertama, memonitor situasi tanpa membahayakan pasukan sendiri. Kedua, jika terjadi kontak tembak, maka pasukan UNIFIL melaksanakan pengunduran taktis (pemutusan pertempuran) terhadap unit-unit yang terlibat di daerah insiden.

Mencermati aturan yang telah ditetapkan oleh PBB sebagaimana tertuang dalam STIR No. 17 tersebut, maka apa yang telah dilakukan oleh prajurit Konga dalam mengatasi insiden antara LAF dan IDF sudah sesuai prosedur. Jadi prajurit Konga tidak melarikan diri sebagaimana yang direlease sebuah media cetak Al Mannar : “2 prajurit RI tinggalkan medan tempur dengan taksi”, yang benar adalah melaksanakan pengunduran taktis sesuai prosedur yang berlaku atas perintah UNIFIL Force Commander Major General Alberto Asarta Cuevas untuk bergabung dengan induk pasukan di markas Batalyon Indobatt, diantar oleh salah satu warga masyarakat setempat menggunakan kendaraan sipil.

Sebagai tindak lanjut pasca insiden LAF dan IDF, Rabu (4/8), bertempat di lokasi kejadian dan sekitarnya, pihak Markas Besar UNIFIL beserta Sektor Timur UNIFIL dan Tim Investigasi UNIFIL melakukan pemeriksaan secara terperinci tentang segala upaya dan usaha serta prosedur yang telah ditempuh oleh prajurit Konga dalam menghadapi dan menangani insiden yang telah berlangsung pada tanggal 3 Agustus 2010. Pihak UNIFIL seluruhnya yang berada di lapangan memberikan apresiasi atas penanganan yg tepat dan baik kepada Batalyon Indonesia (Satgas Konga XXIII-D/UNIFIL) yang telah melaksanakan tugas secara profesional, proporsional, dan imparsial dalam menghadapi dan menangani insiden yang telah terjadi sesuai dengan seluruh aturan dan prosedur yang berlaku di jajaran UNIFIL.
