Pasukan AS berkewajiban membantu mempertahankan pasukan, kapal atau pesawat Pilipina berdasarkan Pakta Pertahanan Bersama tahun 1951 jika mendapat serangan di kepulauan Spratly yang disengketakan di Laut China Selatan, demikian dikatakan para pejabat Pilipina, Rabu (22/6).
Kepulauan Spratly yang kaya gas dan minyak sudah lama dianggap sebagai salah satu pusat konflik Asia. China, Pilipina dan Vietnam saling mengajukan protes diplomatik dan somasi belum lama ini terkait klaim wilayah itu, sehingga menyulut ketegangan. Bagian-bagian wilayah itu juga diklaim oleh Brunei, Malaysia, Pilipina, Taiwan dan Vietnam.
Pakta Pertahanan Bersama yang ditandatangani para pejabat AS dan Pilipina pada 30 Agustus 1951 menyeru masing-masing negara membantu mempertahankan satu sama lain andaikata agresor menyerang wilayah mereka atau kawasan Pasifik.
Departemen Urusan Luar Negeri Pilipina mengatakan dalam dokumen kebijakan bahwa pakta tadi mengharuskan Washington membantu membela pasukan Pilipina andaikata mereka diserang di Spratly, berdasarkan surat diplomatik AS yang menetapkan kawasan Pasifik berdasarkan pakta itu meliputi Laut China Selatan. Laut China Selatan secara khusus tidak disebutkan dalam pakta tersebut.
Pada perkembangan lain dilaporkan, China mendesak Amerika Serikat, untuk tidak melibatkan diri dalam sengketa Laut China Selatan, dengan mengatakan keterlibatan AS membuat situasi bisa lebih buruk.
Ketegangan di Laut China Selatan meningkat dalam bulan belakangan ini menyangkut sikap China yang lebih agresif dalam klaimnya atas perairan itu.
Wakil Menteri Luar Negeri China Cui Tiankai mendesak Amerika Serikat menjauhkan diri dari sengketa itu dan mengatakan China sangat cemas akan provokasi-provokasi yang sering dilakukan negara-negara lain di Laut China Selatan.
China mengklaim jauh lebih luas atas sebagian besar wilayah perairan seluas 1,7 juta km persegi termasuk kepulauan-kepulauan Paracel dan Spratly. (AP/es/Ant/Rtr)

Russia blasts US Navy maneuvers near Georgia

Russia is outraged at the maneuvers of American USS Monterey cruiser carrying the AEGIS air defense system near the Georgian coast on the Black Sea, the Foreign Ministry said on Tuesday.
The U.S. warship arrived for joint exercises with Georgia as part of the Phased Adaptive Approach program designed to shape the European segment of the U.S.-led project to build a global missile defense system, the Trend news agency said.
"The Russian Foreign Ministry earlier expressed concern that along with negotiations on cooperation in the global air defense system, [the U.S.] is conducting simultaneous 'reconnaissance' operations near the borders of our country," the ministry said.
Russia has been deeply concerned over U.S. plans to deploy a European air defense system near the Russian borders, saying it threatened its national security. Washington said it needed the system as a shield against possible threats from Iran or North Korea.
"And now this American warship has demonstratively entered the Georgian port of Batumi," the Russian Foreign Ministry said.
Relations between Russia and Georgia have been complicated in the past decade. Russia has traditionally supported Georgia's breakaway republics of Abkhazia and South Ossetia, while Georgia has been looking to join NATO. In 2008, Russia and Georgia fought a five-day war over the two breakaway Georgian republics, after which Russia recognized them both as being independent states.
"Whatever the explanations are, it is clear that the Georgian authorities will see the incident as encouragement for their ambitions for revenge against the Russian allies of Abkhazia and South Ossetia, which is unlikely to help stability in the region," the ministry said.
Russian diplomats said they expected a more constructive approach from U.S. authorities, which would help provide security in the South Caucasus and the Black Sea region as a whole and respect the interests of all local countries.

After one year of industry funding, the Eurofighter and Euroradar consortia have received renewed strong support from the Partner Nations and have agreed to continue the full scale development programme of the next generation E-Scan radar, confirming the 2015 entry into service date.
Supported by the Eurofighter partner nations: the United Kingdom, Italy, Germany and Spain, Eurofighter GmbH and Euroradar began full scale development of the new CAPTOR-E radar in July 2010.
The new radar will have AESA capability that far exceeds any other radar available today and in the foreseeable future and will be developed to satisfy the requirements of the Partner Nations and customers across the globe.
The new radar will retain the key features of the existing market leading Captor-M radar in order to exploit the maturity of the current system, using latest generation technology to provide further advanced performance. The Typhoon’s AESA radar will offer a variety of benefits over M-Scan, including increased detection and tracking ranges, advanced air-to-surface capability and enhanced electronic protection measures.
The new AESA array, larger than the ones available to our competitors thanks to the Typhoon’s voluminous radome, will be fitted on a repositioner that will provide a wider field of regard when compared to those installed or scheduled for introduction on other fighters.
The new radar will offer customers the freedom to retrofit their existing Typhoons when required. The radar will have significant growth potential and both existing and new customers will be able to participate in tailoring the radar to meet their individual operational requirements.
The new AESA Radar is part of the platform and systems enhancement ongoing with Eurofighter to ensure Typhoon leads the way as the world’s best new generation multi-role combat aircraft.'

France transfers sensitive warship technology to Russia

France has transferred to Russia all the technology it asked for under a $1.7-billion deal for two French-built Mistral class amphibious assault ships for the Russian Navy, a Russian arms exporter said on Monday.
Under the deal signed on Friday, the first warship will be delivered in 2014 and the second in 2015.
"The French side has transferred all technologies, including the SENIT 9 [command and control] system, as well as two other systems," said Anatoly Isaikin, head of the Rosoboronexport state-controlled arms exporter.
A formal contract for the construction of the two Mistral class ships will be signed separately at a later date, he said, adding it could take up to three months to compile.
The warships will be equipped with Russian-built Ka-52 Alligator multirole helicopters, Isaikin said.
Navy chief Adm. Vladimir Vysotsky said on Friday, the warships will be provided with Russian weapon systems, including amphibious landing assets and carrier aviation.
The use of Mistral class ships will significantly increase the effectiveness of humanitarian operations, he said, adding that they could be used both in peacetime and in wartime for a variety of missions.
The program has alarmed Russia's neighbors, especially Georgia.
Russia and France in January signed an intergovernmental agreement to build two Mistral class helicopter carriers at the STX shipyard in Saint-Nazaire, France. Another two are planned to be constructed later in Russia.
Contract talks stumbled over Russia's demand for the transfer of sensitive electronic systems.
A Mistral-class ship is capable of carrying 16 helicopters, four landing vessels, 70 armored vehicles, and 450 personnel.
France has two Mistral class amphibious assault ships in service and is building a third.

China's fifth-generation fighter program is more for effect than substance, Russia's leading aircraft maker said on Monday.
China carried out its first test-flight of a fifth-generation stealth fighter in January.
"It was more a demonstration than a real program," Mikhail Pogosyan, head of United Aircraft Corporation, said.
The Chinese aircraft industry is developing successfully but it lacks what is required for a breakthrough, he said.
"There will be no breakthroughs here. Great scale and great experience are needed to carry out such programs," Pogosyan said.
Russia is testing its own fifth-generation aircraft T-50 PAK FA developed by the Sukhoi design bureau. The aircraft is expected to become operational in 2015.
China's prototype Black Silk J-20 stealth fighter is thought to be similar to the U.S. F-22 Raptor and the Russo-Indian T-50 jets, although imagery and video footage appearing on the internet suggested the Chinese model is larger. This means it could be capable of flying a longer range and carrying a heavier load.
China has been working on a future fighter program since the mid-1990s, and the J-20 is notionally anticipated to enter service around 2018-2020.

First China aircraft carrier sea trial next week

China's first aircraft carrier, Varyag -- a remodeled Soviet-era vessel -- will go on sea trials next week, a report said Tuesday, amid escalating tensions in the South China Sea.
China's top military official reportedly confirmed earlier this month that Beijing is building a huge aircraft carrier, the first acknowledgement of the ship's existence from China's secretive defence program.
The Hong Kong Commercial Daily, which broke the story of the vessel's confirmation, quoted unnamed military sources saying the carrier will go on sea trials on July 1 but will not be officially launched until October 2012.
The sources said the test has been expedited in view of rising tensions in the South China Sea -- home to two potentially oil-rich archipelagos, the Paracels and Spratlys -- in recent weeks.
China's military "hopes it will show the strength of the Chinese maritime forces to deter other nations which are eying the South China Sea in order to calm tensions," the sources said.
They added that the sea trial date was also picked to celebrate the 90th anniversary of the Chinese Communist Party, but noted that factors such as weather could affect the planned test run.
China's military did not immediately respond to an AFP request for comment.
Tensions between Beijing and other rival claimants to the strategically vital South China Sea have heightened recently.
China has claimed mineral rights around the disputed Spratly Islands in the South China Sea, and argued that foreign navies cannot sail through the area without Beijing's permission.
In September, Japan and China also clashed over the disputed Senkaku Islands, known as the Diaoyu Islands in China, located in the East China Sea.
But Chinese officials have previously said that its first aircraft carrier would not pose a threat to other nations, in accordance with Beijing's defensive military strategy.
The Chinese aircraft carrier plan was confirmed when the chief of the General Staff of the People's Liberation Army, Chen Bingde, confirmed the ship's existence in an interview with the Hong Kong paper.
He said the 300 metre (990-foot) former Soviet carrier, originally called the Varyag, was being overhauled. The ship is currently based in the northeast port of Dalian.
An expert on China's military has reportedly said the carrier would be used for training and as a model for a future indigenous-built ship.
The Varyag was originally built for the Soviet navy but construction was interrupted by the collapse of the Soviet Union in 1991.
The PLA -- the largest army in the world -- is hugely secretive about its defence programs, which benefit from a large military budget boosted by the nation's runaway economic growth.

Seoul (ANTARA News/AFP) - Sebuah pesawat latih militer jatuh di Korea selatan, Selasa, menewaskan seorang instruktur dan seorang siswa, kata seorang juru bicara angkatan udara.

Pesawat bermesin tunggal itu jatuh di ladang padi 1,6 km dekat landas pacu ketika akan mendarat dekat akademi angkatan udara di daerah Cheong, 120 km selatan Seoul, kata juru bicara itu.

Penyelidikan sedang dilakukan menyangkut penyebab kecelakaan itu.

Pesawat Ilyushin II-103 buatan Rusia itu adalah salah satu dari pesawat-pesawat latih yang digunakan angkatan udara Korsel. Korsel menerima 23 pesawat jenis itu dari Rusia pada 2004 sebagai bagian pembayaran pinjaman.(*)
